Relating to U.S. Highway 30; prescribing an effective date.

Requires Department of Transportation to conduct review of specified portion of U.S. Highway 30 and present report to Joint Committee on Transportation no later than September 15, 2024. Sunsets January 2, 2025. Takes effect on 91st day following adjournment sine die.

Relating to exclusions from estate tax; prescribing an effective date.

Allows additional estate tax exclusion. Adjusts for inflation. Allows additional exclusion in lieu of election by predeceased spouse to claim deduction for special marital property. Applies to estates of decedents dying on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to the provision of broadband services by libraries.

Appropriates moneys from General Fund to State Library for biennium beginning July 1, 2023, for purpose of hiring consultant to assist libraries apply for federal moneys for purpose of providing broadband access. Relating to consumer engagement in decisions concerning behavioral health services; declaring an emergency.

Requires Oregon Health Authority to develop, implement and administer program to support consumer engagement efforts aimed at increasing and optimizing consumer involvement in planning and decision-making surrounding the access to, and the delivery of, behavioral health services in this state. Directs authority to enter into contracts with peer-run organizations ] consumer supporter technical assistance center to provide technical and financial assistance to such organizations ] in carrying out activities that accomplish purpose of program. Requires peer-run organizations ] consumer supporter technical assistance center that contract ] contracts with authority to submit annual progress reports ] report to authority. Modifies definition of "consumer" for purposes of Consumer Advisory Council. Makes conforming changes. ] Declares emergency, effective on passage.

Relating to investment funds.

Directs Oregon Investment Council to develop, publish and implement policy to incorporate human rights analyses into investment decisions. Directs officers and employees of council and State Treasurer to consider results of human rights analyses when making investment decisions. Requires State Treasurer to publish annual list of privately placed investments and private assets held in Public Employees Retirement Fund.

Relating to PFAS.

Requires Department of Environmental Quality to study perfluoroalkyl and polyfluoroalkyl substances (PFAS). Directs department to submit findings to interim committees of Legislative Assembly related to environment no later than September 15, 2024.

Relating to public assistance; declaring an emergency.

Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.
