Establishes youth advisory council. Prescribes membership and duties of youth advisory council. Directs Department of Education to establish work group to establish standards for selection process of members of youth advisory council. Sunsets work group on August 30, 2024. Requires Higher Education Coordinating Commission, in collaboration with ] Oregon Health Authority , ] to establish grant program for purpose of distributing moneys to institutions of higher education and organizations that administer training programs to develop training and instructional programs that prepare students to enter into behavioral health workforce. Appropriates moneys from General Fund to authority to carry out grant program. Establishes timelines for distributing funds to approved grant applicants. Requires Higher Education Coordinating Commission, in collaboration with State Workforce and Talent Development Board , and Oregon Health Authority, to establish grant program to award grants to local workforce development boards that promote workforce development in field of behavioral health ] to establish behavioral health workforce development program to be administered by local workforce development boards . Appropriates moneys from General Fund to Higher Education Coordinating Commission to carry out provisions related to grant ] workforce development programs. Establishes timelines for distributing funds to local workforce development boards for purposes of administering workforce development program. Directs Higher Education Coordinating Commission and Oregon Health Authority to meet certain reporting requirements concerning use of grant funds and progress and outcomes of behavioral health workforce development programs. Requires Oregon Health Authority to collect and report data regarding recipient use of incentives provided for recruitment and retention of behavioral health workforce and to collect data regarding grants awarded by authority to provide supervised clinical experience for certain behavioral health care providers. Establishes oversight council to advise Oregon Health Authority in identifying and eliminating systemic barriers that influence funding, allocation of funding and policy choices with respect to behavioral health workforce. Takes effect on 91st day following adjournment sine die.
Prohibits operating boat carrying child under 16 years of age unless child is wearing properly sized and secured personal flotation device. Punishes by maximum fine of $250. Prohibits child under 16 years of age from using floating item outside of swimming area on waters of this state unless child is wearing properly sized and secured personal flotation device. Punishes by fine of $25. Takes effect on 91st day following adjournment sine die.
Modifies requirements of ] Directs State Department of Agriculture to perform certain responsibilities related to Healthy and Safe Schools Plan related to integrated pest management ]. Requires Department of Education to provide technical assistance to districts and schools regarding ] develop process for updating and implementing school integrated pest management plans. Requires department to establish recommendations for limiting and reducing exposure to pesticides. ] Directs department to convene Healthy and Safe Schools Integrated Pest Management Advisory Committee. Directs department to provide grants to three ] school districts to test applicability of ] electronic pesticide applicator records system. Requires governing bodies of schools to implement certain record keeping and reporting requirements related to school integrated pest management. ] Takes effect on 91st day following adjournment sine die.
Directs Commissioner of Bureau of Labor and Industries to appoint long term care wage board to examine factors that may present challenges to recruiting and retaining long term care employees. Requires board to adopt recommended compensation schedule for long term care employees. Requires board to submit annual report to commissioner. Allows commissioner to consider recommended schedule in establishing compensation rates for long term care employees.
Requires Department of Human Services to administer program to provide medical assistance to employed individuals with disabilities without regard to individuals' income or resources. Expands regular employment protections afforded for performance of legislative duties by members or prospective members ] of Legislative Assembly by requiring employers, at option of member or prospective member ], to grant time off for less than full-day absence to member or prospective member ] to perform legislative duties. Continues alternative requirement, at option of member or prospective member of Legislative Assembly , for regular employer to grant leave of absence to member or prospective member to attend legislative session, interim committee meetings or other specified official functions. Grants rulemaking authority to Commissioner of Bureau of Labor and Industries to implement statutory provisions and directs commissioner to provide technical advice and guidance to employers to facilitate compliance with statutory requirements. ] Takes effect on 91st day following adjournment sine die.
Requires Bureau of Labor and Industries to study issues related to working conditions of warehouse workers. Directs bureau to submit findings to interim committees of Legislative Assembly related to business and labor not later than September 15, 2024.
