Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to Early Learning Division of Department of Education to distribute to specified Early Learning Hub to administer pilot program to coordinate services and other resources provided to low-income pregnant individuals and families with children under five years of age by local and state agencies, human services providers, early learning services providers, health care providers and other community organizations in Jackson and Josephine Counties. Requires Early Learning Division to report to Legislative Assembly, by September 15, 2024, on outcomes of pilot program and recommendations for expanding program statewide. Sunsets January 2, 2029. Declares emergency, effective on passage.

Appropriates moneys from General Fund to Oregon Health Authority to be used for specified purposes related to expanding behavioral health provider workforce. Declares emergency, effective July 1, 2023.

Establishes Universal School Meal Account for purpose of reimbursing school districts for certain costs incurred in providing federally reimbursable meals. Provides for prioritization of distributions if funds are insufficient to make reimbursements. Declares emergency, effective July 1, 2023.

Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .

Requires sentencing court to consider as mitigation evidence whether defendant was subjected to domestic abuse that was ongoing when criminal behavior occurred and was contributing factor in criminal behavior. Provides that such evidence constitutes substantial and compelling reasons justifying downward departure sentence. Authorizes court to impose lesser sentence even if sentence is mandatory or otherwise required by law. Creates procedure by which person currently serving sentence may petition court for resentencing if person was subjected to domestic abuse that was ongoing when criminal behavior occurred and was contributing factor in criminal behavior. Establishes Task Force on Services and Support for Incarcerated Domestic Violence Survivors. Takes effect on 91st day following adjournment sine die.

Prohibits insurers offering policies or certificates of health insurance and pharmacy benefit managers from requiring claim for reimbursement of prescription drug to include modifier or other indicator that drug is 340B drug. ] Requires Oregon Health Authority to adopt dispensing fee to be paid to pharmacies and pharmacists dispensing prescription drugs to medical assistance recipients. Sets minimum dispensing fee at $___. ] Takes effect on 91st day following adjournment sine die. ] Requires Oregon Health Authority, every three years, to conduct survey of retail pharmacies enrolled as providers in state medical assistance program regarding pharmacies' dispensing costs. Requires authority, if adjustments are needed, to request state plan amendment from Centers for Medicare and Medicaid Services to change professional dispensing fee paid to pharmacies participating in state medical assistance program. Declares emergency, effective on passage.

Eliminates restrictions on payment of unemployment insurance benefits to certain nonprofessional educational workers.

Requires that faculty and nonfaculty staff members of governing board at public university are voting members of board. ] Expands composition of Oregon Health and Science University Board of Directors to include one member of faculty and one member of nonfaculty staff as voting members of board.

Requires Oregon Health Authority to study membership of Pain Management Commission. Directs authority to submit findings to interim committees of Legislative Assembly related to health not later than September 15, 2024. Sunsets January 2, 2025.
