Allows persons convicted of felony to register to vote, update voter registration and vote in elections while incarcerated. Provides that person does not forfeit and may not be deprived of right to vote while incarcerated. Specifies that person's residence is where person resided prior to incarceration. Becomes operative June 1, 2026.

Provides insured with cause of action for insurer's unfair claim settlement practices, other than practices related to settling workers' compensation or medical malpractice claim. Provides that insured may not bring action against attorney in attorney's personal capacity for act or practice that attorney undertakes on behalf of insurer, insured, beneficiary or other person in advising, presenting or negotiating insurance claim.

Appropriates moneys to authority for purposes of funding incentives and grants. Takes effect on 91st day following adjournment sine die.
Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to completing initial interview or making conditional offer of employment and to include certain words or phrases in job application that suggest age preferences. Permits employer to seek age of applicant under certain circumstances. Removes provision that includes apprentices within scope of unlawful employment discrimination statute.
Directs Oregon Health Authority to modify amounts of grants for school-based health centers for inflation. Directs authority to select 10 school districts or education service districts to receive school-based health center planning grants. Directs authority to study methods for providing or increasing reimbursement for mental health services delivered through school-based health centers. Directs Department of Education to select 10 school districts or education service districts ] recipients to receive grants to implement programs that use community-driven, trauma-informed and community school approaches to develop wraparound service delivery hubs to improve educational outcomes . Directs Department of Human Services to ensure provision of specified services to individuals receiving child welfare services who are deaf or hard of hearing. Directs department to employ statewide coordinator of ] provide centralized coordination of resources, information, referral, training and advocacy relating to child welfare services for ] provided to individuals who are deaf or hard of hearing. Modifies requirements of Oregon Foster Children's Bill of Rights.
Prohibits, in specified areas of law, discrimination or harassment against persons based on caste. Authorizes enforcement of prohibition through civil action for actual and punitive damages. Authorizes attorney fees in civil proceedings for unlawful discrimination. Includes caste as protected class in bias crimes and incidents. Prohibits profiling by law enforcement agency or officer based on caste. Adds caste to real or perceived factors of motivation or basis for conduct addressed by standards for law enforcement officers. Requires law enforcement agencies to report statistics concerning crimes motivated by prejudice based on perceived caste. Adds caste to classes protected by community engagement plans for planning water projects. Adds caste to classes promoted by affirmative action by state boards, commissions and advisory boards and all branches of state government. Adds caste to types of persecution or well-founded fears of persecution that refugee children are defined to have experienced. Prohibits public charter schools from limiting student enrollment based on caste. Includes caste within cultural competence guidelines developed by System of Care Advisory Council. Prohibits person that sells guaranteed asset protection waiver in sale of motor vehicle from varying terms based on caste. Requires state agencies to eliminate discrimination based on caste. Requires state agencies to adopt any rules related to implementation of provisions of Act no later than January 1, 2024. Declares emergency, effective on passage.
Modifies provisions of Department of Transportation wildlife-vehicle collision program. Requires department to describe and make recommendations for ongoing funding strategy for program. Directs State Department of Fish and Wildlife to carry out projects to support species mobility and habitat connectivity. Takes effect on 91st day following adjournment sine die.
Directs Oregon Health Authority to establish process to receive and review health care profession scope of practice requests and impact statements. Defines "scope of practice request" and "impact statement." Directs authority to convene temporary scope of practice request review committee. Directs committee to review scope of practice requests and impact statements and report to authority and interim committees of Legislative Assembly related to health care. Takes effect on 91st day following adjournment sine die.
