Requires Oregon Health Authority to study potential pathways for local governments and nonprofit providers to receive Medicaid reimbursement directly for crisis response services. Directs authority to submit findings to interim committees of Legislative Assembly related to health not later than September 15, 2024. ] Establishes Nonviolent Crisis Intervention and Safe Communities Fund and appropriates moneys in fund to Department of Human Services for specified purposes related to expanding access to training in public programs, school districts and education service districts on nonviolent crisis intervention methods. Establishes Safe School Culture Grant program in Department of Education for purposes of developing network of instructors certified in nonviolent crisis intervention methods to train school district and education service district staff to be certified in nonviolent crisis intervention methods. Specifies requirements for recipients of grants. Requires grants to be awarded by July 1, 2024. Requires school districts and education service districts that receive grants through Safe School Culture Grant program to report specified data to Department of Education related to trainings funded with grants. Declares emergency, effective July 1, 2023.

Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters.
