Creates crime of threatening to commit a terroristic act. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.

Creates Oregon personal income tax subtraction for child care expenses paid by taxpayer during tax year. Applies to tax years beginning on or after January 1, 2023, and before January 1, 2029. Takes effect on 91st day following adjournment sine die.
Sets $100 cap each year on sum of contributions that can be received by candidate or committee in cash from any source. Declares emergency, effective on passage.
Removes restriction on distribution of Student Investment Account moneys to virtual public charter schools. Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Directs Teacher Standards and Practices Commission to ensure nontraditional pathways to licensure are available for prospective career and technical education teachers and to provide accommodations or otherwise reduce licensure requirements for licensed career and technical education teachers, or prospective and technical education teachers, who live in rural areas.
Requires Oregon Facilities Authority to provide financing for infrastructure and predevelopment costs for moderate income housing. Appropriates moneys from General Fund to the authority for such purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.
