Relating to bioengineering for the protection of coastal resources.

Allows Department of Land Conservation and Development, Department of State Lands or Department of Transportation to allow bioengineering to protect coastal resources. ] Requires Land Conservation and Development Commission to adopt rules by January 1, 2026, to allow soil bioengineering systems for shoreline stabilization. Allows Department of State Lands and State Parks and Recreation Department to adopt conforming rules by January 1, 2027.

Relating to expansion of urban areas to add needed housing.

Allows certain local governments to amend urban growth boundaries to include lands to be used for needed housing. Requires consent of city and affected landowners. Provides that inclusion results in city annexation of land.

Relating to funding for forest thinning; declaring an emergency.

Appropriates $50 million to State Forestry Department to fund increased forest thinning operations in specified wildfire-prone counties. Directs department to allocate $5 million to fund forest thinning operations on public lands located in each wildfire-prone county. Requires department to confer with county governing body of each county to determine which specific forest thinning operations to fund. Declares emergency, effective on passage.

Relating to the permitting of wastewater from seafood processing facilities; prescribing an effective date.

Prohibits Department of Environmental Quality from imposing effluent limitations or other requirements in seafood processing wastewater permit that are more stringent than requirements established under federal law or that would result in substantial and widespread economic and social impacts on coastal communities. Takes effect on 91st day following adjournment sine die.

Provides that maximum loading weight of motorboat means factory-specified dry gross weight of motorboat. Increases maximum loading weight of boat person may own to obtain towed watersports endorsement. Modifies definition of "Newberg Pool Congested Zone." Declares emergency, effective on passage.
