Relating to an income tax credit for volunteer firefighters; prescribing an effective date.

Establishes an income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

Relating to animals; declaring an emergency.

Directs the State Department of Agriculture to impose certain fees for licenses and license renewals for animal rescue entities. Modifies the definition of "animal rescue entity." Directs the department to adopt rules to establish a licensing program for breeders of certain animals. Punishes a violation of the rules by a maximum of six months' imprisonment, $2,500 fine, or both. Authorizes the department to investigate and inspect the breeders. Appropriates moneys to the department out of the General Fund for purposes related to the new licensing program. Declares an emergency, effective on passage.

Relating to pesticide education; prescribing an effective date.

] Directs the Oregon State University Extension Service to develop a program for Spanish language pesticide education. Directs Oregon State University and the State Department of Agriculture to complete development of the Spanish language version of the online pesticide precertification program and to publicize the program. Takes effect on the 91st day following adjournment sine die.

Relating to youth homelessness.

Requires the Department of Human Services to update its 2022 estimate of costs to implement youth experiencing homelessness programs. Requires the Department of Human Services and the Housing and Community Services Department to study options for allocating 30 percent of their respective budgets in the 2027-2029 biennium toward reducing the number of youth aging into adult homelessness. Directs the Department of Human Services to submit findings to the interim committees of the Legislative Assembly related to housing and human services not later than September 15, 2026. Sunsets on January 2, 2027. Expands eligibility for emergency housing.

Relating to voting in school district elections.

Requires the Legislative Revenue Officer to study means for raising dedicated revenue to support recreation activities in Oregon. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026.
