Relating to thermal energy networks; prescribing an effective date.

] Directs the Public Utility Commission to establish a pilot program that allows each natural gas company to develop a utility-scale thermal energy network pilot project to provide heating and cooling services to customers. Requires each natural gas company to file a proposal and plan to develop a pilot project or an explanation for why the natural gas company is not submitting a proposal. Identifies criteria the commission shall take into consideration in evaluating a proposal. Establishes labor standards and reporting requirements for certain thermal energy network projects. Takes effect on the 91st day following adjournment sine die.

Relating to recreation; declaring an emergency.

Provides that an operator may require a person who engages in a sport, fitness or recreational activity in various ways to release the operator from claims for ordinary negligence. Directs the Oregon Business Development Department, with the assistance of the Department of Consumer and Business Services, to study issues facing the recreation industry and report to a committee of the Legislative Assembly related to the environment no later than September 15, 2026. Appropriates moneys for study. Declares an emergency, effective on passage.

Relating to public health; declaring an emergency.

] Prohibits distributing, selling, attempting to sell or offering to sell flavored inhalant delivery system products or flavored tobacco products in this state , except from premises established as a store by the Oregon Liquor and Cannabis Commission and licensed by the Department of Revenue or authorized by a local government . Defines "flavored inhalant delivery system product" and "flavored tobacco product." Prohibits distributing, offering or providing, without compensation, any tobacco product or inhalant delivery system. Requires any sale of cigarettes, inhalant delivery systems or smokeless tobacco products to occur at licensed premises. Authorizes local governments to adopt regulations that are stricter than state law on the sale of inhalant delivery system products or tobacco products. Declares an emergency, effective on passage.

Relating to an income tax credit for volunteer firefighters; prescribing an effective date.

Establishes an income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

Relating to inhalant delivery systems.

Makes it unlawful to distribute, sell or allow to be sold an inhalant delivery system that is packaged inconsistent with rules adopted by the Oregon Health Authority that are tailored judiciously to the specific purpose of protecting minors from the negative health effects of unlawfully using inhalant delivery systems. .

Relating to rocky habitat management; declaring an emergency.

Directs the Department of Land Conservation and Development to take certain actions related to rocky habitat management. Authorizes the Oregon Ocean Science Trust to provide competitive grants for nonregulatory rocky habitat management programs. Appropriates moneys [ to the trust ] for the purpose of providing the grants. Declares an emergency, effective July 1, 2025.

Relating to seismic rehabilitation memorial plaques for schools; prescribing an effective date.

] Directs the [ Department of Education ] Oregon Business Development Department to [ design ] create and distribute memorial plaques to schools in honor of Senator Peter Courtney's contributions in supporting seismic rehabilitation funding. Directs recipients to display plaques [ at the front entrance ] in a location that is easily visible to visitors to the school . Takes effect on the 91st day following adjournment sine die.

Relating to credit for student activities; prescribing an effective date.

Requires the Department of Education, in collaboration with the STEM Investment Council, to conduct specified reviews for the purpose of developing and recommending standards by which technology-based competitive student activities may satisfy high school diploma requirements or career and technical education program requirements. Sunsets on June 30, 2026. Takes effect on the 91st day following adjournment sine die.
