Relating to a consultant selection process for a public contract for certain services; and prescribing an effective date.

Permits contracting agency, in conducting procurement for architectural, engineering, photogrammetric mapping, transportation planning and land surveying services, to consider pricing policies, proposals and other pricing information as part of screening and selection of consultants in specified circumstances. Specifies allowable contents of pricing proposals. Specifies protest rights for prospective consultants. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

Relating to precinct committeepersons.

Establishes procedure for participation as write-in candidate for precinct committeeperson. Permits person to nominate individual, who is in same county, House of Representatives district and major party as person, as write-in candidate for precinct committeeperson. Establishes procedure for write-in candidate. Changes references to filing officer responsible for precinct committeeperson from "county clerk" to "county elections official." Establishes procedural requirements for replacing precinct committeeperson and qualifications for individual who replaces precinct committeeperson. Requires one committeeperson for every 250 electors, rather than two for every 500 electors, who are registered in precinct.

Relating to remanded land use decisions; and declaring an emergency.

Allows county governing body, upon remand of matter from Land Use Board of Appeals to county, to have planning commission or hearings officer conduct hearing and make decision regarding lands designated under statewide planning goal addressing agricultural lands or forestlands. Requires county governing body to review planning commission or hearings officer decision and take one of three specified actions on decision. Declares emergency, effective on passage.

Relating to student transportation; and prescribing an effective date.

Establishes grant program under which Department of Education awards grants to school districts for percentage of certain student transportation costs for which school district does not receive any amount in distributions from State School Fund or any amount related to transit activities . Takes effect July 1, 2018.
