Provides for award of attorney fees to prevailing plaintiff in claim for professional malpractice of attorney. Requires minimum coverage limit required by professional liability fund to be at least $300,000 for each claim brought against attorney, with no limitation on number of claims that may be covered. Prohibits professional liability fund from paying amount exceeding one-sixth of required minimum coverage limit for payment of claim against attorney for cost of defense of attorney.

Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Requires each state agency to report to Attorney General, Public Records Advocate and public records subcommittee of Legislative Counsel Committee on number of public records requests received during preceding year, and number of those requests still outstanding after specified periods of time. Requires each state agency to include in report specified information on fee waivers and reductions.
