Modifies provisions relating to immunization records required for children attending schools and children's facilities. Requires administrator to review records for compliance with requirements before beginning of each school year and exclude children whose records do not meet requirements. Modifies, to limit exclusion to periods of disease outbreak, provisions requiring administrator of school or children's facility to exclude child or employee when administrator has reason to suspect child or employee has, or has been exposed to and shows symptoms of, restrictable disease.

Requires state agencies to use federal E-Verify employment verification system to verify employment eligibility of job applicants. Instructs state agencies to report use of E-Verify system to Oregon Department of Administrative Services. Requires department to report annually to Legislative Assembly on use of E-Verify system by state agencies. Authorizes department to adopt rules. Establishes Task Force on the Use of E-Verify by Public Employers. Requires task force to report findings and recommendations to interim legislative committee. Sunsets task force on December 31, 2020. Declares emergency, effective on passage.
Requires party to nominate between three and five qualified persons to fill vacancy when vacancy occurs in partisan elective statewide office and individual last elected to office was affiliated with major political party. Requires Governor to select one of nominated persons for appointment. Establishes timelines for nomination and appointment.

Establishes Oregon Empowerment Scholarship Program for purpose of providing options in education to students of this state. Establishes qualifications for participation in program, qualified expenses under program and transfers of moneys made under program. Restricts number of students from each school district who may enroll in program for first 10 years. Establishes Department of Education Empowerment Account. Continuously appropriates moneys to Department of Education for payment of department's expenses under program. Establishes Treasurer Empowerment Account. Continuously appropriates moneys to State Treasurer for payment of treasurer's expenses under program. Establishes Oregon Empowerment Scholarship Account within State School Fund. Directs Department of Education to prepare and make available statement that discloses potential health risks of wireless network technology. Requires department to adopt by rule guidelines for including in school curricula, assemblies, open houses, meetings between parents and teachers and related settings information concerning hazards of exposure to microwave radiation and radio frequency radiation and how to safely use wireless devices. Requires department and Oregon Health Authority to conduct study on effects of exposure to microwave radiation and radio frequency radiation, particularly exposure that results from use of wireless network technologies, on development and health of students in schools of this state, to develop recommendations to schools in this state for practices and alternative technologies that would reduce students' exposure to harmful microwave radiation and radio frequency radiation and report results of study and recommendations to interim committee of Legislative Assembly related to education not later than September 15, 2020.
