Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.

Provides person with privileges and legal defenses available to person with Oregon concealed handgun license if person is licensed to carry concealed handgun in another state that recognizes Oregon concealed handgun licenses.

Exempts containers that contain certain oral rehydration products from bottle bill provisions. Removes outdated provisions from statutes. Declares emergency, effective on passage.

Expands health benefit plan coverage of childbirth and pregnancy-related health care expenses. Specifies reimbursement of services provided by freestanding birthing centers. Requires Department of Consumer and Business Services to report to interim committees of Legislative Assembly related to health on implementation of expanded benefits. Requires that specified services related to pregnancy and childbirth be covered by state medical assistance program. Requires Oregon Health Authority to prescribe uniform payment methodology for freestanding birthing centers.

Urging Governor and executive branch state agencies to make certain mandated reductions to programs and services in a manner that causes the least harm and inconvenience to persons the agencies serve.

Prohibits performance of late-term sex-selective abortion.

Prohibits court from allocating parenting time with child to parent if parent has been convicted of rape that resulted in conception of child.

Requires Department of Human Services to adopt by rule program that provides financial assistance to recipients of supplemental nutrition assistance for purchasing locally grown fruits and vegetables from participating farmers' markets, farm share sites and retail outlets. Requires program match amounts that recipient spends on certain eligible foods. Appropriates moneys from General Fund to department to implement program. Declares emergency, effective on passage.

Permits individual who has filed claim with insurer for benefits under insurance policy or brought action to seek compensation or damages for individual injury suffered as result of accident or crime to send written notice to health care provider to which individual owes debt for medical care or medical services stating that claim or action is pending. Prohibits health care provider that receives notice of pending claim or action from collecting, referring to debt collector or collection agency for collection, selling, assigning or otherwise transferring debt until 60 days after latest of specified dates. Permits health care provider to collect debt for which individual recovered partial proceeds from claim or action, up to limit of recovery. Tolls applicable statute of limitations on health care provider's right to collect debt during pendency of claim or action. Prohibits health care provider from reporting to credit reporting agencies that individual is delinquent, in arrears or otherwise unable or unwilling to pay debt during time in which claim or action is pending. Punishes violation as unlawful collection practice. Becomes operative 91 days after effective date of Act. Declares emergency, effective on passage.

Authorizes sheriff of county to issue concealed handgun license to eligible person residing in adjoining county.
