Requires that, to extent provided by Oregon Liquor Control Commission rules, if wine labeled with American viticultural area in Oregon is labeled with single grape variety as type designation, wine must meet specified content requirements. Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Establishes default content requirement for wines not subject to other content requirements. Makes content requirements applicable to wine labeled on or after January 1, 2023. Imposes revised content requirements for wine bottled on or after January 1, 2030. Authorizes commission to require that wine using American viticultural area in this state as appellation of origin be produced entirely from grapes grown in that American viticultural area. Makes authority operative January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023. Requires commission to adopt rules establishing penalty schedule for labeling requirement. Creates exception to civil penalty. Requires adoption of initial rules in time to take effect January 1, 2023. Repeals rule adoption requirement January 2, 2024. Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.

Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.
Increases value of estate for which small estate affidavit may be filed. Provides that total fair market value of estate may not be greater than $650,000, of which not more than $150,000 may be personal property and not more than $500,000 may be real property. Subtracts value of unclaimed property from fair market value of estate for purposes of determining eligibility to file small estate affidavit.
Directs Department of Human Services to provide reimbursements for transportation expenses incurred on behalf of foster child if expenses are related to child's continuing participation in extracurricular activities child engaged in prior to child's placement in foster home or child-caring agency.
Resolves that in each biennium, Legislative Assembly shall appropriate from General Fund to Department of Veterans' Affairs amount that is no less than amount appropriated from General Fund to Department of Veterans' Affairs in biennium beginning July 1, 2015, as adjusted.
Makes owner, operator or lessee of quarry or mine located on property adjacent to Willamette River in Polk County strictly ] and across river from City of Keizer liable for injuries resulting from bullets that stray outside boundaries of property if, after being notified that bullets have strayed, owner, operator or lessee fails to take reasonable measures to prevent additional bullets from straying . Provides exceptions. ] Makes person who discharges firearm from quarry or mine located on property adjacent to Willamette River in Polk County strictly ] and across river from City of Keizer liable for injuries resulting from bullets that stray outside boundaries of property. Allows injured person to bring civil action against city or county that fails to reasonably regulate discharge of firearms from property adjacent to Willamette River in Polk County containing quarry or mine. ] Declares emergency, effective on passage.
Proposes amendment to Oregon Constitution to prohibit expenditure of moneys received by Fund for Student Success for any purpose other than as appropriated in chapter ___, Oregon Laws 2019 (Enrolled House Bill 3427), or expended for allowable purposes but in different proportion than authorized in chapter ___, Oregon Laws 2019 (Enrolled House Bill 3427). Refers proposed amendment to people for their approval or rejection at special election held on same date as next primary election.
Appropriates moneys to Oregon Department of Administrative Services to increase size and diversity of group of court appointed special advocates.
Urges Congress to enact legislation holding vaccine manufacturers liable for design defects that result in adverse side effects.
