Establishes right to reimbursement for actual damages resulting from cessation of business operations required by emergency rules or orders. Provides that plaintiff may bring action against state for reimbursement.
Provides that Oregon estate tax is imposed only on estates of decedents dying on or before June 30, 2019. Takes effect on 91st day following adjournment sine die.
Increases percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Removes requirement that school district that does not give approval for enrollment in virtual public charter school not sponsored by school district provide information about other online options available to students. Declares emergency, effective on passage.
Expands exemption from compulsory attendance at public schools to include children who have received certificate related to approved high school equivalency test. Prohibits state agencies, school districts, education service districts and community college districts from prohibiting certain persons from taking approved high school equivalency test and receiving certificate for passing approved high school equivalency test.
Specifies that electricity generated by hydroelectric facility or other equipment that generates electricity through use of hydroelectric energy may be used to comply with renewable portfolio standard.
Terminates state of emergency relating to COVID-19. Prohibits Governor from declaring state of emergency or issuing executive order related to COVID-19 unless authorized by joint resolution of Legislative Assembly. Directs that capitol building be physically opened to citizens of state within five days of adoption of resolution.
Requires state agencies to provide summary of legal advice regarding validity or effect of proposed rule or written order.

Proposes amendment to Oregon Constitution to provide that every legislative measure must be introduced at request of Senator or Representative. Prohibits committees from introducing legislative measures. Refers proposed amendment to people for their approval or rejection at next regular general election.
Urges Governor and executive branch state agencies to make certain mandated reductions to programs and services in a manner that causes the least harm and inconvenience to persons the agencies serve.
