Proposes amendment to Oregon Constitution to prohibit Legislative Assembly from amending or repealing initiative law for period of two years after enactment, unless two-thirds of members in both houses of Legislative Assembly vote to amend or repeal initiative law. Prohibits amendment or repeal of initiative law by Legislative Assembly during two-year period from being referred to electors. Refers proposed amendment to people for their approval or rejection at next regular general election.

Requires health care provider who performs or induces, or attempts to perform or induce, abortion to file report with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion. Allows specified persons to bring cause of action for actual and punitive damages and injunctive relief against health care provider for violation. Takes effect on 91st day following adjournment sine die.

Provides tuition and fee remission for natural child of foster parent if natural child attends institution of higher education. Bases remission percentage on aggregate number of years foster parent provided foster home to one or more foster children.
