Requires Legislative Revenue Officer to study administration of property tax system in Oregon and submit report, including recommendations for legislation, to committees of Legislative Assembly related to revenue not later than September 15, 2024. Requires officer to submit preliminary report of findings that could serve as basis for legislation for 2024 regular session not later than November 10, 2023. Takes effect on 91st day following adjournment sine die.

Requires Housing and Community Services Department to study system development charges impacting housing. Directs department to submit findings to interim committees of Legislative Assembly related to housing not later than September 15, 2024.

Requires addition to federal taxable income of amounts excluded as gain attributable to investment in federal qualified opportunity zone. Allows subtraction in later tax year if gain is temporarily deferred at federal level. Applies to tax years beginning on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Increases penalties for assault committed against parks and recreation employees. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.

Prohibits seller from selling or leasing motor vehicle if sale or lease is contingent upon lender's agreement to purchase retail installment contract or lease agreement. Provides that if seller sells retail installment contract or lease agreement to lender, lender must provide final approval of funding within 14 days after buyer takes possession of motor vehicle. Provides that if lender does not agree to buy retail installment contract or lease agreement or agrees to buy on terms other than exact terms that seller and buyer agreed to, seller must retain retail installment contract or lease agreement, must notify buyer of seller's retention and may not thereafter sell, assign, transfer or delegate any of the benefits, duties or obligations of the contract or agreement. Provides that seller's failure to comply with provisions of Act deprives seller of right to collect payment due under contract or agreement and right to repossess motor vehicle.

Allows motorcycle operator to travel between lanes of traffic under certain conditions.

Provides that person that voluntarily fights wildfire on private forestland is not civilly liable for injury to person or property resulting from good faith firefighting efforts.

Establishes legislative findings relating to expanding need-based financial aid opportunities, ensuring that historically underrepresented students have increased access to wraparound services and support programs at post-secondary institutions of education and increasing levels of targeted state investment that result in increased student service levels. Requires Higher Education Coordinating Commission to regularly evaluate administrative rules relating to distribution of grants and financial aid and, to degree permitted by law, amend rules to ensure enrollment needs of adult Oregonians who are currently in professional workforce are met in equitable manner. Requires commission to establish program to enable post-secondary institutions of education to provide current high school students with services and outreach regarding transitioning from high school to post-secondary institutions of education. Requires commission to establish block grant program that allows any public institution of higher education to apply for block grant for any program desired by institution. Requires Department of Early Learning and Care to conduct comprehensive review of Oregon Student Child Care Grant Program and child care centers located at post-secondary institutions of education to determine combination of direct student support and state grants that best meets needs of greatest number of student parents enrolled at post-secondary institutions of education. Requires department to submit report to interim committees of Legislative Assembly related to higher education detailing findings of review. Requires each public institution of higher education to internally develop integrated network that includes all student support services and provide each enrolled student with liaison to help student navigate and utilize integrated network. Authorizes commission to award Oregon Opportunity Grant awards in excess of maximum statutory amount to low-income students. Sunsets authority on June 30, 2025. Appropriates moneys to commission. Appropriates $5,000,000 to Higher Education Coordinating Commission for allocation to expand scope and community reach of college access and success programs at public universities and community colleges. ] Declares emergency, effective July 1, 2023.

Imposes mandatory per-mile road usage charge for registered owners and lessees of passenger vehicles of model year 2028 or later that have rating of 30 miles per gallon or greater, beginning July 1, 2027, and then of passenger vehicles of model year 2036 or later that have rating of 20 miles per gallon or greater, beginning July 1, 2035. Repeals voluntary per-mile road usage charge on July 1, 2030. Allows annual fee in lieu of mandatory per-mile road usage charge. Provides that vehicles otherwise exempted from certain state registration fees remain liable for registration fees imposed by district or county. Requires Department of Transportation to submit three biennial reports to Road User Fee Task Force about development and implementation of mandatory per-mile road usage charge, presenting findings of studies to consider certain technical issues and policy goals. Requires department to seek federal funding to better understand interaction of per-mile road usage charges and impact on environment of motor vehicle usage. Takes effect on 91st day following adjournment sine die.

Requires person that processes cannabinoid hemp commodity or product to hold marijuana processor license issued by Oregon Liquor and Cannabis Commission. Defines "cannabinoid hemp commodity or product." Requires person that imports cannabinoid hemp commodity or product into this state to obtain distributor certificate from commission and to obtain testing on cannabinoid hemp commodities or products from specified laboratory. Requires individual who performs work related to cannabinoid hemp commodity or product for or on behalf of marijuana licensee to hold permit by commission. Specifies requirements for testing, packaging and labeling cannabinoid hemp commodities or products. Takes effect on 91st day following adjournment sine die.
