Requires Higher Education Coordinating Commission to conduct study to determine best method for increasing access to public higher education for all Oregonians and for increasing levels of institutional and financial support provided to students enrolled at public post-secondary institutions of education. Directs commission to submit findings to interim committees of Legislative Assembly related to higher education not later than September 15, 2024.

Directs Department of Transportation to work with Washington State Department of Transportation and British Columbia Ministry of Transportation and Infrastructure to develop plans to operate and fund rail transportation. Directs Department of Transportation to submit biennial report on plans to interim committees of Legislative Assembly related to transportation.

Appropriates moneys to Higher Education Coordinating Commission, for allocation to Oregon State University through Oregon Veterinary Diagnostic Laboratory, for specified purposes related to zoonotic disease. Declares emergency, effective on passage.

Requires Housing and Community Services Department to study ] Department of Human Services to provide financial support to nonprofits to provide affordable housing for college students. Directs department to submit findings to interim committees of Legislative Assembly related to affordable housing not later than September 15, 2024. ] Appropriates moneys from General Fund to department for such purposes. Sunsets January 2, 2026.

Directs State Department of Agriculture, in consultation with Oregon Health Authority and Oregon Liquor and Cannabis Commission, to establish cannabis reference laboratory to support enforcement of cannabis regulation. Includes laboratory licensed by commission in definition of "licensee" for purposes of regulation of adult use cannabis. Prohibits laboratory from holding any other adult use cannabis license issued by commission. Takes effect on 91st day following adjournment sine die.

Establishes Wallowa Rural and Recreational Economic Development Board. Directs board to, in collaboration with Oregon Business Development Department, formulate and implement strategies and practices for strategic investment in workforce housing, workforce development and economic development in Wallowa Rural and Recreational Economic Development Region and to make grants or loans to eligible applicants in region. Sets forth duties, functions and responsibilities of department and board. Allows county to partition and rezone up to 50 acres of lands within region from resource use to residential uses. Sunsets January 2, 2035. Establishes Wallowa Rural and Recreational Economic Development Board Fund and continuously appropriates moneys to department for distribution to board for purposes set forth in Act. Appropriates moneys to department for deposit in fund. Declares emergency, effective on passage.

Allows marijuana producer, marijuana wholesaler, marijuana processor or marijuana retailer to use motion detection camera system at licensed premises. Allows, under specified conditions, minor children of owner of marijuana enterprise to be present at licensed premises where marijuana enterprise is located. ] Directs Oregon Liquor and Cannabis Commission to issue greenhouse endorsement to certain marijuana producers. Prohibits commission from accepting application for new license for marijuana entity unless number of active licenses meet per capita requirements. Allows marijuana processors to transfer usable marijuana to registry identification cardholder. Allows marijuana processor to use marijuana production facility for making products that do not contain cannabinoids. Authorizes Oregon Liquor and Cannabis ] commission to adopt rules to allow marijuana licensee to use electronic technology for age verification purposes. Establishes possession limits for cannabinoid edibles. Takes effect on 91st day following adjournment sine die.

Expands purposes for which qualified borrower may use loan proceeds, in connection with tax credits allowed for affordable housing lenders, to include limited equity cooperatives, with certain conditions. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
