Provides that fixed percentage of certain forecasted video lottery revenues be transferred to counties for economic development. Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differences between biennium's forecasted revenues and actual revenues. Takes effect on 91st day following adjournment sine die.

Requires Oregon Health Authority to use singular formula to provide funds for local public health initiatives. Requires authority to provide certain funds to local public health authority if qualified organization is not available in county. Directs authority to consult and coordinate with local public health authority for county before entering into contract related to local public health initiative in county. Declares emergency, effective on passage.

Authorizes Oregon Business Development Department to provide financial assistance to projects related to industrial land. Extends sunset of Oregon Industrial Site Readiness Program. Establishes Industrial Site Loan Fund in State Treasury. Appropriates moneys for deposit in Oregon Industrial Site Readiness Program ] fund for purpose of funding financial assistance to industrial land projects . Declares emergency, effective on passage.

Appropriates $30,000,000 to Department of Environmental Quality for deposit in Zero-Emission Incentive Fund. Declares emergency, effective on passage.

Appropriates moneys to Oregon Watershed Enhancement Board for deposit in Oregon Agricultural Heritage Fund for hiring related to Oregon agricultural heritage programs. Appropriates moneys to board for deposit in Oregon Agricultural Heritage Fund for purposes related to grant programs. Declares emergency, effective on passage.

Permits candidates to have name listed in more than one place on general election ballot if nominated for same office by multiple political parties. Allows minor political parties to use votes cast for pairing of candidate with minor political party to be used to maintain status as minor political party.

Creates credit against income taxes for selling publicly supported housing to retain as affordable housing. Applies to sales of housing completed in tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Modifies estate tax brackets to provide additional estate tax exclusion of $1 million. Takes effect on 91st day following adjournment sine die.

Requires Higher Education Coordinating Commission to conduct study to determine best method for connecting public higher education to workforce and economic development needs of Oregon. Directs commission to submit findings to interim committees of Legislative Assembly related to higher education not later than September 15, 2024. ] Requires Higher Education Coordinating Commission to establish grant program for purpose of supporting organizations to expand scope and community outreach of college access and success programs. Details eligibility criteria to receive grant and factors commission must consider when awarding grants. Appropriates moneys from General Fund to commission for purpose of administering grant program. Declares emergency, effective July 1, 2023.

Authorizes Department of Justice to assist victims of domestic violence and sexual assault with housing needs. Appropriates moneys from General Fund to department for those purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.
