Directs Oregon Liquor and Cannabis Commission to adopt rules to allow certain marijuana producers to sell marijuana items directly to consumer. ] Allows marijuana producer to operate cannabis tourism center at licensed premises. Defines "cannabis tourism center." Allows cannabis tourism center to conduct tours of premises and provide samples of usable marijuana directly to patrons. Subjects samples to Oregon Liquor and Cannabis Commission tracking. Provides local government with land use jurisdiction to ensure cannabis tourism center premises meet certain requirements. Allows local government to impose reasonable regulations on operation of cannabis tourism center. Requires that commission rules related to delivery of marijuana items by marijuana retailer to consumer allow delivery to consumer at hotel or inn. Allows marijuana wholesaler to wholesale or transfer marijuana items to marijuana retailer at trade show or similar event. Takes effect on 91st day following adjournment sine die.
Prohibits use of assessed historic property as vacation occupancy unless property is owner's primary residence.
Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Allocates eight-tenths of one percent of net proceeds from lottery to County Fair Account and two-tenths of one percent of net proceeds from lottery to Horse Racing Account. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Establishes Horse Racing Account separate and distinct from General Fund. Declares emergency, effective on passage.
Amends allowable purposes of Emergency Housing Account to include account moneys to be used for grants to assist pets ] companion animals of individuals experiencing or at risk of homelessness. Appropriates moneys to account from General Fund for those purposes. Requires Housing and Community Services Department to report on use of funds to interim committee of Legislative Assembly on or before September 15, ] December 31, 2024. Declares emergency, effective July 1, 2023.
