Creates income tax credit for teachers in rural schools. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2028. Takes effect on 91st day following adjournment sine die.

Directs State Forestry Department to study capacity of Oregon's nursery industry to provide seedlings for reforestation following forest fires and report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets January 2, 2023.
Modifies CASA Volunteer Programs to direct Oregon Department of Administrative Services to contract with nongovernmental entity to serve as statewide coordinating entity for provision of court appointed special advocate services.
Requires person that makes automatic renewal or continuous service offer to consumer in this state to provide to consumer before consumer enters into subscription or purchase agreement clear and conspicuous notice in separate communication of renewal or continuous service terms and material changes in terms of renewal or continuous service. Prohibits person from charging consumer for renewal or continuous service before obtaining consumer's affirmative consent for renewal or extension of continuous service or for material changes in terms of renewal or continuous service. Removes exemptions from provisions of Act for certain persons.
Finds that barred owls are known to prey on spotted owls. Instructs State Fish and Wildlife Commission to issue order authorizing taking of barred owls and to establish programs rewarding taking of barred owls. Appropriates moneys to State Department of Fish and Wildlife for purpose of funding programs rewarding taking of barred owls. Takes effect on 91st day following adjournment sine die.
Appropriates moneys to Water Resources Department for purposes of facilitating enrollment of lands in Harney Basin in federal Conservation Reserve Enhancement Program, funding hydrologist position and measuring ground water levels in Harney Basin. Declares emergency, effective on passage.
Establishes that perfected and developed water right is not subject to forfeiture if owner of water right ceased to use all or part of water appropriated for period of five successive years because owner engaged in water conservation practices or distribution of water that owner received from water district was less than certificated maximum for period of at least five successive years. Removes reference to federal statute that is no longer in effect.
Modifies laws relating to duration and termination of states of emergency and emergency powers under certain statutes.
Makes district attorney, rather than county clerk, responsible for determining whether prospective petition for initiative ballot measure for county complies with requirements of Oregon Constitution.
Repeals sunset of predator damage control district program. Defines "prevent, reduce and mitigate damage to property from predatory animals" to include both lethal and nonlethal methods of prevention, reduction and mitigation. Changes requirements for petition for formation of predator damage control district. Provides that proposed district boundaries may be noncontiguous. Requires county assessor to verify signatures of eligible petitioners appearing on petition for formation of district. Increases annual charges that landowners may choose to incur for land located in predator damage control district. Amends provisions for determining and charging county's actual administrative costs of preventing, reducing and mitigating damage to property from predatory animals to exclude indirect or pooled job costs assessed to county for federal wildlife services, provided county has obtained waiver from federal directors of wildlife services. Authorizes governing body of county, with consent of governing body of city, to charge city for county's actual administrative costs of preventing, reducing and mitigating damage to property from predatory animals. Authorizes charges to be collected from landowners by direct billing, with deadline for collection set by advisory board of district. Grants cause of action under district program to counties, landowners, districts and cities involved in program. Takes effect on 91st day following adjournment sine die.
