Directs State Department of Agriculture to study barriers to family-scale meat production and ways to promote family-scale meat production, and recommend legislative or regulatory avenues to remove identified barriers and promote family-scale meat production. Directs department to submit report concerning study and recommendations to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2022. Directs department to study barriers for family-scale meat producers pertaining to slaughter waste disposal systems, composting of slaughter waste and disposal of dead livestock, and make certain recommendations. Requires Secretary of State to post candidate portrait and statements on website. Requires applicable state voters' pamphlets and county voters' pamphlets to include list of all offices whose candidates may post portraits and statements on Secretary of State's website and website address where portraits and statements will be posted.

Establishes state policy that career and technical education is provided through seamless system that begins at secondary school level and progresses to post-secondary career and technical education institutions, community colleges and apprenticeship programs. Directs Department of Education, Higher Education Coordinating Commission and Teacher Standards and Practices Commission to advance policy. Appropriates moneys from General Fund to Judicial Department and Department of Human Services for purposes related to Family Treatment Court Program.
