Relating to decreasing barred owl population to conserve spotted owl population; prescribing an effective date.

Finds that barred owls are known to prey on spotted owls. Instructs State Fish and Wildlife Commission to issue order authorizing taking of barred owls and to establish programs rewarding taking of barred owls. Appropriates moneys to State Department of Fish and Wildlife for purpose of funding programs rewarding taking of barred owls. Takes effect on 91st day following adjournment sine die.
