Relating to meat.

Requires State Department of Agriculture to adopt rules governing inspection of wholly intrastate processing and sale of beef and lamb. ] Authorizes State Department of Agriculture to adopt rules establishing program of state inspection for processing and sale of meat products from amenable species, including but not limited to cattle and sheep. Authorizes department to adopt rules establishing program of state inspection for processing and sale of meat products from nonamenable species, as defined by department by rule.

Relating to taxes paid by pharmacies; prescribing an effective date.

Prohibits pharmacy benefit manager from including in contract with network pharmacy term barring price increase to customer to offset estimated amount of corporate activity tax paid by pharmacy and attributable to sale of prescription drug. Applies to contracts entered into on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

Relating to abortion.

Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper degree of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper degree of care. Directs court to award attorney fees to prevailing party. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to distillery retail outlet agents.

Establishes rates of compensation to be paid by Oregon Liquor Control Commission to distillery retail outlet agent for distilled liquor retail sales by agent. Sunsets rates January 2, 2025. Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.

Relating to the registration of reservoirs within the Big Butte Creek drainage area.

Allows owner of reservoir located on specified property within Big Butte Creek drainage area to register reservoir with Water Resources Department. Establishes application and qualification deadlines. Exempts registered reservoir from water right permit and water right certificate requirements. Prohibits diversion or other uses, except for suppressing or extinguishing fire, of reservoir water. Makes reservoir use subservient to water rights. Requires property owner to measure and report flows into and out of reservoir. Requires department to order removal of reservoir if not registered. Requires department to cancel registration and order removal of reservoir if reservoir ceases to meet requirements.
