Directs Department of Education to coordinate with Oregon FFA Association to increase student achievement and improve college preparation and career placement for students enrolled in agricultural education courses. Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Declares emergency, effective July 1, 2019.
Requires manufacturer of prescription drugs to report to Department of Consumer and Business Services planned ] specified increase in price of certain prescription drugs at least 60 days before date of increase. Provides exceptions.
Requires Commissioner of Bureau of Labor and Industries to notify Construction Contractors Board of valid wage claim filed against contractor or business who is ] subject to licensing by board. Requires commissioner to notify board if order of determination has become final and if contractor fails to pay construction debt ] unpaid wages within certain time period after date on which order became final unless motion to stay order is pending or has been granted by commissioner . Requires that, for employers that are contractors or businesses licensed by board, order of determination must include statement that failure to pay construction debt ] wage claim and any penalties shall result in commissioner notifying board of such failure and board's suspension of contractor's ] license. Requires board, after notice and opportunity for hearing, to suspend license of contractor or business . Permits board to use notification of final order to take certain disciplinary actions against businesses and owners, officers or responsible managing individual of businesses licensed by board. Provides that business owner who becomes subject to certain penalties and bond requirements while operating business remains responsible for such penalties and bond requirements when business owner ceases operation of business. ] Allows wage claimant to recover unpaid wages from contractor's bond or by obtaining final order issued by Bureau of Labor and Industries. Increases amount that nonowner complainant may recover from bond in certain circumstances. Increases cap on amount of moneys that may be paid from Wage Security Fund to wage claimant.
Limits extension that Land Use Board of Appeals may provide petitioner whose objection to record is denied to 14 days from later of original deadline or date of denial. Prohibits board from accepting petitioner's motions to take evidence not in record after period to object to record. ] Authorizes board to award attorney fees for motions filed without merit.
Expands list of hospitals whose medical staff may qualify for specified income tax credit. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
Establishes new subaccount within State Forestry Department Account. Requires State Forestry Department to deposit revenue received as result of Good Neighbor Authority Agreement project to subaccount. Restricts use of subaccount moneys to support of Good Neighbor Authority Agreement goals.
Requires reporting of physical sexual harassment by legislative officials and registered lobbyists. Specifies procedure for reporting. Punishes failure to report by maximum of $2,000 fine.
