Relating to declarations of emergency; prescribing an effective date.

Requires that declarations and extensions of states of emergency under certain statutes be accompanied by written explanations. Establishes durational limits for states of emergency declared under certain statutes. Provides that certain extensions of states of emergency may be made only if Governor first convenes Legislative Assembly. Provides that emergency rules and orders expire upon termination of state of emergency. Provides that, after termination of state of emergency, Governor may not declare another state of emergency for same purpose unless so authorized by Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to county fairs; declaring an emergency.

Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Declares emergency, effective July 1, 2021. .

Directs Department of Education to conduct study on meeting students' behavioral health needs and to report results of study to interim committee of Legislative Assembly related to education by September 1, 2021. ] Sunsets December 31, 2021. ] Declares emergency, effective on passage. ] Directs Southern Oregon University to develop and administer student behavioral health credentialing pilot program. Establishing Joint Committee on Respectful and Safe University Campuses.

Establishes Joint Committee on Respectful and Safe University Campuses. Directs joint committee to hold public hearings to study culture, policies, practices and procedures certain institutions utilize to prevent and respond to allegations of sexual and racial discrimination, harassment and misconduct. Authorizes joint committee to subpoena witnesses and documents. Permits joint committee to appoint one or more independent investigators to conduct audit of certain institutions and prepare, and submit to joint committee, report with findings and recommendations no later than December 31, 2021. Authorizes joint committee to request legislation for presession filing to be considered during 2022 regular session or 2023 regular session.

Relating to emergency medical services providers; declaring an emergency.

Requires Oregon Health Authority, upon receipt of federal approval, to assess fee on emergency medical services providers and use fee to reimburse costs of emergency medical services transports. Authorizes Medicaid supplemental reimbursements to be paid in addition to reimbursements paid by coordinated care organizations for emergency medical services transports. Declares emergency, effective on passage.

Relating to prescription drugs; declaring an emergency.

Requires Oregon Health Authority to design program to import wholesale prescription drugs from Canada. Specifies conditions and requirements. If authority estimates program would produce substantial cost savings for Oregon consumers, requires authority to seek federal approval and, with federal approval, to implement program. Authorizes administrator of Oregon Prescription Drug Program to contract with pharmacy benefit manager and to establish state-managed wholesale or retail drug distribution or dispensing system. Modifies duties of Task Force on the Fair Pricing of Prescription Drugs and extends sunset on task force. Declares emergency, effective on passage.

Relating to estate tax; prescribing an effective date.

Provides for additional exemption against Oregon estate tax. Phases out availability of exemption based on size of estate. Applies to estates of decedents dying on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
