Relating to amount paid to attend institutions of higher education by persons formerly in adoptive care; declaring an emergency.

Permits adopted former foster children to have amount of tuition and all fees waived if attending defined institutions of higher education for purposes of pursuing initial undergraduate degree. Defines "adopted former foster child." Permits adopted former foster children previously ineligible for waiver of tuition due to being adopted to be eligible for waiver if adoption occurred on or after January 1, 2012. Declares emergency, effective on passage.

Relating to optometry; prescribing an effective date.

Provides that licensed optometrist may perform specified ophthalmic surgery procedures. Defines "ophthalmic surgery." Removes requirement that optometrist treating patient with antiglaucoma medication consult with ophthalmologist. Takes effect on 91st day following adjournment sine die.

Relating to declarations of emergency.

Establishes durational limits for states of emergency declared under certain statutes. Provides that Legislative Assembly may extend states of emergency by joint resolution.

Relating to wildfire; prescribing an effective date.

Requires State Forestry Department to study and make recommendations to interim committee of Legislative Assembly regarding wildfire prevention ] establish by rule pilot grant program for purpose of managing wildfire risk by certain methods . Sunsets January 2 ] grant program on June 30 , 2023. Appropriates moneys to department out of General Fund for purpose of funding grant program. Takes effect on 91st day following adjournment sine die.
