Directs court to consider, when determining aggravation in imposition of criminal sentence, evidence that defendant committed crime during emergency, during evacuation while emergency in effect, or within one year after emergency ceases, provided that emergency is related to natural disaster and defendant took advantage of circumstances related to emergency. Directs Oregon Criminal Justice Commission to include commission of crime under such circumstances as aggravating factor in rules of commission concerning sentencing departure factors. Takes effect on 91st day following adjournment sine die.

Changes requirements for members of State Fish and Wildlife Commission.

Directs Oregon Criminal Justice Commission to classify crime of felon in possession of a firearm as crime category 8. Takes effect on 91st day following adjournment sine die.

Requires Department of Consumer and Business Services to study methods for increasing available number of lumber inspectors. Directs department to submit findings to interim committees of Legislative Assembly related to natural resources not later than September 15, 2024.

Requires that declarations and extensions of states of emergency under certain statutes be accompanied by written explanations. Establishes durational limits for states of emergency declared under certain statutes. Provides that certain extensions of states of emergency may be made only if Governor first convenes Legislative Assembly. Provides that emergency rules and orders expire upon termination of state of emergency. Provides that, after termination of state of emergency, Governor may not declare another state of emergency for same purpose unless so authorized by Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Allows counties to authorize subdivision of land zoned for exclusive farm use or forest use into parcels no smaller than average size of county's lots and parcels of same type.

Directs Department of Education to conduct study to determine need, feasibility and cost of providing school-based mental health center in every public middle school. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Prohibits pharmacy benefit manager, after adjudication of and payment on claim for reimbursement of prescription drug, from recouping reimbursement paid except as part of routine audit, or from imposing retroactive fee on basis that was not determined when claim was adjudicated.

Allows additional estate tax exclusion of $1 million. Adjusts for inflation. Increases maximum allowed amount of natural resource property credit against estate tax. Applies to estates of decedents dying on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Provides that person who receives finding under wolf depredation compensation and financial assistance grant program may appeal finding to county advisory committee. Allows person who submits application for compensation to amend application.
