Instructs State Fish and Wildlife Commission to establish program that awards $5 for each take of smallmouth bass in Coquille River. Appropriates moneys to commission out of General Fund for purpose of establishing program. Declares emergency, effective on passage.
Limits Governor's ability to exercise authority conferred on Governor during declared state of emergency to no more than 60 days' duration, unless Legislative Assembly authorizes continued state of emergency. Requires continued authorization of state of emergency by Legislative Assembly every 60 days. Takes effect on 91st day following adjournment sine die.

Provides that compensation for loss or injury to livestock or working dogs under wolf depredation compensation and financial assistance grant program must be based on multiplier of not more than seven times fair market value of livestock or working dogs and recommendation of county advisory committee.
Provides that, for purpose of specifying prevailing rate of wage for electrical workers, locality is geographical area within which each local union is exclusive representative for local union's membership, and collective bargaining agreement is collective bargaining agreement to which local union is party. Establishes income tax credit for sheriff's deputies employed in rural counties. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Prescribes sentence of 58 to 130 months' imprisonment if person convicted of unlawful delivery of controlled substance that results in death of another person from use of controlled substance. Punishes by maximum of 20 years' imprisonment, $375,000 fine, or both. Requires court to grant downward departure to probation sentence when certain findings are made. Authorizes court to grant downward departure to probation sentence when other certain findings are made. Declares emergency, effective on passage.
Requires pharmacy benefit managers to annually report specified information to Department of Consumer and Business Services, including costs and rebates of prescription drugs for enrollees. Authorizes civil penalty, or refusal, revocation or suspension of registration, for failing to comply with reporting requirements.
Permits counties to elect to increase number of voting booths available at primary and general elections in order to provide all electors with option of using easily accessible voting booth to cast ballot. Requires that decision to increase number of voting booths may be made only by county measure and may not interfere with elector's ability to cast ballot by mail.
