Relating to a study about educators; declaring an emergency.

Directs Department of Education, in collaboration with Teacher Standards and Practices Commission and Educator Advancement Council, to conduct study on recruitment, retention, mentoring and professional development of educators who serve students from student groups that may be at risk for experiencing achievement gap. Sunsets January 2, 2025. Declares emergency, effective July 1, 2023.

Relating to personal income taxation; prescribing an effective date.

Modifies personal income tax brackets. Decreases rates applicable and resulting tax imposed. Provides for adjustment of all brackets for inflation. Increases Oregon standard deduction. Relating to rural medical provider tax credits; prescribing an effective date.

Adds licensed mental health professionals , naturopathic physicians and pharmacists and certified medical laboratory scientists and medical laboratory technicians to types of providers eligible for tax credit allowed to rural medical care provider. Removes requirement of hospital consulting privileges applicable to optometrist claiming credit. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Modifies criteria requiring Department of Human Services to file petition to terminate parental rights to include child or ward who has been removed from parent's home three times or who has been in substitute care for aggregate of 36 months.
