Provides that when offering a service with age restrictions, a private entity is allowed to swipe a driver's license to verify a person's age, regardless of how old the person looks.
Directs the Teacher Standards and Practices Commission to establish by rule a five-year pilot program to license teachers other than career and technical education teachers in this state in a manner similar to the career and technical education teaching license program. Sunsets on January 2, 2031.
Enacts the PA Licensure Compact. Allows the Oregon Medical Board to disclose specified information to the PA Licensure Compact Commission. Exempts individuals authorized to provide medical services by compact privilege from certain requirements. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the Compact. Takes effect on the 91st day following adjournment sine die.
Modifies the timelines and requirements for when a school district makes a determination whether to give approval for a student to enroll in a virtual public charter school that is not sponsored by the school district. Directs the Department of Education to collect and compile virtual public charter school enrollment data for the purpose of school districts making determinations whether to give approval. Declares an emergency, effective July 1, 2025.
Establishes the Health Insurance Mandate Review Advisory Committee, staffed by the Legislative Policy and Research Director, to meet during interims between sessions of the Legislative Assembly to review a specified number of proposed measures sponsored by or submitted to the interim committees of the Legislative Assembly related to health if the measure requires health insurance policies to reimburse specified health care providers or to reimburse the cost of a specific service. Specifies the membership of the committee and the type of review that the committee must undertake. Requires the committee to produce a report of its findings on each proposed measure no later than January 15 of the year in which the measure may be introduced or 15 days after a review is requested, whichever is later. Requires the director to report to the Legislative Assembly, by September 15, 2027, on the work of the committee and recommendations for legislation. Sunsets June 30, 2028. Takes effect on the 91st day following adjournment sine die.
Requires the Department of Education to study the adequacy of education in the public schools of this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026.
Establishes the Rare Disease Advisory Council. Directs the council to biennially submit a report to the Governor and appropriate legislative committees summarizing the activities of the council and making policy recommendations.
Repeals the automatic transfer of voter registration information from the Department of Transportation and the Oregon Health Authority to the Secretary of State. Repeals the process for registration of those persons who are at least 16 years of age. Declares an emergency, effective on passage.
Directs the Oregon Department of Administrative Services to award a grant of $2 million to the City of Klamath Falls to bring commercial air service to a regional airport. Directs the department to establish a grant agreement requiring the city to return the grant amount if the city is unable to secure commercial air service before June 30, 2027. Declares an emergency, effective July 1, 2025.
