Establishes the Task Force on High School Diploma Modernization. Prescribes the membership, duties and reporting requirements of the task force. Takes effect on the 91st day following adjournment sine die.
Requires a member of a district school board to file an economic interest statement only if the member receives a stipend from the district school board.
Prohibits a school district from promoting a student in the third grade to the next grade level if the student does not demonstrate grade-level proficiency on a statewide assessment in language arts. Provides exceptions.
Directs the Water Resources Department to study rules related to water. Directs the department to report to the committees or interim committees of the Legislative Assembly related to natural resources no later than September 15, 2026.
Directs the Department of Environmental Quality to develop a program for examination and certification of operators of lagoon wastewater treatment systems.
Establishes the Task Force on Investigations of School Employee Misconduct. Prescribes the duties of the task force. Declares an emergency, effective on passage.
Enacts the interstate Counseling Compact. Allows the Oregon Board of Licensed Professional Counselors and Therapists to disclose specified information to the Counseling Compact Commission. Exempts individuals authorized to work as professional counselors under the Compact privilege to practice from the requirement to obtain a license from the board. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the Compact. Becomes operative on January 1, 2028. Takes effect on the 91st day following adjournment sine die.
Limits the applicability of certain administrative rules relating to the siting, permitting or location of agricultural labor housing in connection with a livestock operation. Prohibits the Director of the Department of Consumer and Business Services from retroactively enforcing the rules with respect to certain agricultural housing unless there exists an immediate hazard to the health and safety of agricultural workers occupying the housing. Prohibits the director from adopting rules that require the relocation, modification or demolition of certain agricultural labor housing to comply with certain rules adopted on or after the effective date of this Act. Declares an emergency, effective on passage.
Establishes the open enrollment process for school districts to allow students to attend schools in a nonresident school district with the consent of the receiving school district.
Creates the crime of initiating a false report in the first degree. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Creates the crime of initiating a false report in the second degree. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both. Renames the crime of initiating a false report to initiating a false report in the third degree. Takes effect on the 91st day following adjournment sine die.
