Establishes the Move Oregon-Idaho Border Task Force to document the state and federal legal and legislative processes that must take place to relocate the Oregon and Idaho state boundaries to include specified Oregon counties in Idaho. Directs the task force to study and document the impacts of the proposed relocation on residents, businesses and other specified entities. Establishes the membership of the task force. Directs the task force to prepare a report and make recommendations on the relocation to the Legislative Assembly on or before January 15, 2027. Takes effect on the 91st day following adjournment sine die.

Creates a violation for failure to comply with compulsory school attendance requirements. Punishes by a maximum fine of $500. Declares an emergency, effective July 1, 2025.

Removes the requirement that a student must receive approval from the student's resident school district before enrolling in a virtual public charter school that is not sponsored by the school district if a specified percentage of students in the school district already are enrolled in virtual public charter schools that are not sponsored by the school district. Removes the requirement that a school district that does not give approval for enrollment in a virtual public charter school not sponsored by the school district must provide information about other online options available to students. Declares an emergency, effective on passage.
Increases the Oregon standard deduction allowed for personal income taxpayers. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
Allows education service districts to establish regional career centers to provide career and technical education. Prescribes the purposes of the centers [ and the requirements of funding plans for the centers ]. Appropriates moneys to the Department of Education from the General Fund for the purpose of [ providing grants to education service districts for ] supporting regional career centers.
