Establishes Task Force on Health Care Services in Oregon Schools to examine scope of duties of employment and practice for licensed health care providers employed by schools, school districts or education service districts to provide health care services. Requires task force to examine health record systems that may be adopted by school, school district, education service district or Department of Education that would enable health care providers to maintain records of health-related information for students. Directs task force to submit report on task force's findings and recommendations to interim committees of Legislative Assembly related to education no later than September 15, 2024. Sunsets task force December 31, 2024. Takes effect on 91st day following adjournment sine die.
Requires Housing and Community Services Department to report to Legislative Assembly on homeownership disparities by September 15 of each even-numbered year. Sunsets January 2, 2035. Requires department to identify and remove barriers to down payment assistance for individuals with individual taxpayer identification numbers and to report to Oregon Housing Stability Council. Requires department to convene and provide training programs for homeownership organizations and to evaluate and report on effectiveness of organization's programs to council. Requires department to research existing financial literacy materials and to develop new materials and financial literacy pamphlet by September 15, 2025. Requires mortgage bankers and brokers to include financial literacy pamphlet with mortgages. Becomes operative January 1, 2026. .
Directs State Board of Education to adopt rules that allow for modification of requirement to provide menstrual products in public school building that primarily provides educational services to students in grades 6 and below.
