Directs Department of Education to conduct study to identify sources of funding to pay for costs of establishing secure, single point of entry for each public school. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Requires school districts to file with Superintendent of Public Instruction information about allocations and expenditures of moneys received from State School Fund. Directs Department of Education to make information describing allocations and expenditures of moneys available on department's website. ] Requires school districts and education service districts to include in audit reports filed with Department of Education information describing expenditures of moneys received from State School Fund. Directs department to make information received from audit reports available on department's website. Directs department to convene advisory committee to make recommendations related to budgeting, accounting and expenditures of school districts and education service districts. Directs department to make biennial report to interim committees of Legislative Assembly related to education that provides aggregate school district and education service district expenditures of State School Fund moneys for purpose of assisting Legislative Assembly in developing biennial budget.

Establishes Oregon Spirits Board as semi-independent state agency to develop and promote Oregon's distilled spirits industry. Imposes 50 cents per bottle surcharge on distilled liquor manufactured in Oregon. Takes effect on 91st day following adjournment sine die.

Provides that unit of government may not assess toll on state highways or interstate highways located in tri-county area unless Department of Transportation conducts and submits equity plan for approval by affected counties. Declares emergency, effective on passage.

Requires residential landlords to accept personal checks, cashier's checks and money orders.

Limits, for purposes of personal income taxation, amount of allowed mortgage interest deduction. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. Establishes Oregon First-Time Home Buyer Account. Transfers amount equal to 50 percent of estimated increase in revenue attributable to restriction on deduction of mortgage interest to account. Establishes credit against personal income taxes for percentage of purchase price of home purchased by first-time home buyer. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. Establishes Task Force on First-Time Ownership. Requires task force to report findings and recommendations to interim committee of Legislative Assembly related to revenue on or before September 15, 2024. Sunsets task force December 31, 2024. Takes effect on 91st day following adjournment sine die.

Requires Housing and Community Services Department to study statewide rental housing inspections. Directs department to submit findings to interim committees of Legislative Assembly related to housing no later than September 15, 2024.

Directs Housing and Community Services Department by rule to establish and implement pilot program through which department cooperates with qualified lending institutions to provide 100 percent financing for residential property purchases to persons who qualify for special purpose credit programs. Authorizes department to enter into agreements with qualified lending institutions for purpose of implementing pilot program and specifies required terms and conditions of agreements. Specifies bases on which lending institution may become qualified lending institution. Requires department to offer second position mortgage loan for purchase of residential property to participants in amount that qualified lending institution does not fund with first mortgage loan. Specifies terms and conditions of second position mortgage loan. Establishes Special Purpose Credit Program Loan Fund in State Treasury, separate and distinct from General Fund. Appropriates moneys in fund continuously to department for purpose of making mortgage loans in connection with pilot program. Appropriates moneys from General Fund to department for purpose of making mortgage loans in connection with pilot program. Declares emergency, effective on passage.

Directs Department of Transportation to establish program for awarding grants to providers of traffic safety education courses to fund Spanish language traffic safety education courses. Appropriates moneys from General Fund to Department of Transportation for biennium beginning July 1, 2023, to award grants. Declares emergency, effective July 1, 2023.

Requires Legislative Revenue Officer to study possibility of reenacting homestead property tax refund program for homeowners and renters. Directs officer to submit report of findings, with recommendations for legislation, to interim committees of Legislative Assembly related to revenue not later than September 15, 2024.
