Increases retirement benefits and lowers normal retirement age under Oregon Public Service Retirement Plan for telecommunicators and certain employees of Oregon State Hospital.
Directs Department of Education to conduct study to determine impact, cost and feasibility of implementing Salem-Keizer Threat Assessment System in school districts , to conduct study to identify costs and possible funding sources to improve school safety and to conduct study to identify sources of funding to pay for costs of establishing secure, single point of entry for each public school . Directs department to submit report ] reports related to studies to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.
Establishes School Safety Construction Fund in State Treasury, separate and distinct from General Fund. Appropriates moneys in fund continuously to Department of Education for purposes of making grants to school districts , to education service districts, to Oregon School for the Deaf and to public school districts that apply on behalf of charter school chartered within school district for construction projects that address urgent school safety needs. Specifies priorities for grant moneys. Takes effect on 91st day following adjournment sine die.
Directs Department of Human Services to establish program to distribute funds to community-based organizations to provide financial assistance to Deferred Action for Childhood Arrivals status recipients for specified purposes ] provide grants to assist noncitizens who do not possess valid immigration documentation change immigration status or obtain lawful permanent resident status . Sunsets January 2, 2026. Takes effect on 91st day following adjournment sine die.
Requires Housing and Community Services Department to report to Legislative Assembly on homeownership disparities by September 15 of each even-numbered year. Sunsets January 2, 2035. ] Requires department to identify and remove barriers to down payment assistance for individuals with individual taxpayer identification numbers and to report to Oregon Housing Stability Council. ] Requires department to convene and provide training programs for homeownership organizations and to evaluate and to report on effectiveness of organization's programs to council. ] Requires department to research existing financial literacy materials and to develop new materials and financial literacy pamphlet by September 15, 2025. ] Requires mortgage bankers and brokers to include financial literacy pamphlet with mortgages. Becomes operative January 1, 2026. ] Appropriates moneys from General Fund to support homeownership and fair housing. Declares emergency, effective July 1, 2023.

Requires Oregon Health Authority to study effects of social media and cell phone use among youth. Directs authority to submit findings to interim committees of Legislative Assembly related to health not later than March 15, 2024. Directs authority to develop and maintain educational resources to assist public with issues associated with excessive use of social media and cell phones. Directs Department of Education to collect data on school cell phone use policies and produce manual of best practices for school cell phone use policies. Declares emergency, effective on passage.
Provides that person may file petition for post-conviction relief within reasonable amount of time after discovering or meaningfully understanding adverse immigration consequences of conviction. Adds failure to be informed of or meaningfully understand adverse immigration consequence at time of plea as grounds upon which court shall grant relief. Specifies relief. Creates process by which person who completed diversion or similar program may file motion requesting court to allow person to withdraw plea of guilty or no contest and enter plea of not guilty.
Requires Oregon Liquor and Cannabis Commission to study cannabis special events. Directs commission to submit findings to interim committees of Legislative Assembly related to business not later than September 15, 2024.
Directs county clerk to keep residence address of elector exempt from disclosure as public record if elector is education board member. Establishes that crime of harassment or aggravated harassment includes harassment against education board member. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Declares emergency, effective on passage.
