Requires nonprofit organization in this state to serve as fiscal agent to receive disbursement of moneys for purposes related to supporting Indigenous languages interpretation in this state. Requires fiscal agent to annually report to interim committee of Legislative Assembly related to language interpretation services. ] Appropriates moneys to Oregon Department of Administrative Services for distribution to Pueblo Unido PDX for facilitating creation of certain language proficiency evaluations. Appropriates moneys to department for distribution to Oregon Worker Relief for payments to individuals who provide interpretation services of specified languages. Declares emergency, effective July 1, 2023.

Directs Oregon Advocacy Commissions Office to provide administrative oversight to commission. Allows Governor to assign member of Racial Justice Council as liaison with commission. Requires Department of Education to provide grants to school districts to carry out school district's child sexual abuse prevention instructional program. Requires department to submit to interim committees of Legislative Assembly related to education report on status and impact of grants. Requires department to create, fill and utilize one full-time equivalent position to oversee and administer grants and ensure school districts comply with requirements. Establishes Erin's Law Grant Fund for purposes of providing grants. Requires department to provide technical assistance to school districts in adoption and implementation of child sexual abuse prevention instructional program. Appropriates moneys from General Fund to department for deposit in Erin's Law Grant Fund for biennium beginning July 1, 2023.

Requires professional licensing boards to provide culturally responsive training to specified staff members, publish guidance on pathways to professional authorization for internationally educated individuals and waive requirement for English proficiency examination for specified internationally educated individuals. Prohibits Oregon Medical Board from imposing time limitation on completion of United States Medical Licensing Examination. Allows board to issue limited license to practice medicine to specified individuals for practice under supervision of other licensed physician. Establishes Internationally Educated Workforce Reentry Grant Program within Higher Education Coordinating Commission to award grants to local workforce development boards that contract with specified entities that provide eligible career guidance and support services to internationally educated residents of Oregon who are seeking to enter Oregon workforce in certain professions. Declares emergency, effective July 1, 2023.
Proposes amendment to Oregon Constitution to enumerate examples of rights, the denial or abridgement of which would violate existing constitutional guarantee of equality of rights. Makes conforming change to repeal constitutional policy of marriage being between one man and one woman. Refers proposed amendment to people for their approval or rejection at special election held on same date as next regular general election.
Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Creates refundable child tax credit based upon percentage of federal child tax care credit, as applicable to tax years beginning on or after January 1, 2021, and before January 1, 2022. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Directs Department of Revenue, in collaboration with Department of Human Services, to make installment payments to personal income taxpayers of estimated amount of majority of child care credit. Applies to tax years beginning on or after next January 1 following receipt of federal approval necessary to exclude installment payments from benefit eligibility determinations, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
