Requires the Department of Justice to consult with the Office of Immigrant and Refugee Advancement when the department develops, reviews or updates model policies intended to limit immigration enforcement at public facilities. Declares an emergency, effective on passage.

[ Prohibits a hospital from disclosing for purposes of law enforcement individually identifiable health information or information concerning a person's citizenship or immigration status unless disclosure is required by state or federal law or court order or for ensuring continuity of care. ] Requires [ a hospital ] hospitals to have policies and procedures in place that address how the hospital will respond if a law enforcement authority arrives at the hospital and to designate which areas of the hospital are not open to the public. Makes it an unlawful employment practice for a hospital or federally qualified health center to retaliate or take disciplinary action against an employee for distributing informational or educational materials concerning immigration rights and legal services. Allows an employee alleging a violation to file a complaint with the Bureau of Labor and Industries. Requires hospitals and federally qualified health centers to treat information concerning a person's citizenship or immigration status or a person's country of birth in the same manner as protected health information. Prohibits hospitals and federally qualified health centers from disclosing for the purpose of law enforcement information concerning a person's citizenship or immigration status or a person's country of birth unless disclosure is required by state or federal law or an order of a court. Takes effect on the 91st day following adjournment sine die.
Declares this state's policy to protect engagement in certain activities relating to reproductive health care and gender-affirming treatment. Prohibits cooperation with law enforcement agencies of the federal government or other states in actions involving legally-protected reproductive or gender-affirming health care activities. Modifies provisions regarding interstate actions involving legally-protected reproductive or gender-affirming health care activities. Makes specified records and information confidential. Provides protection from disciplinary action for direct entry midwives who provide reproductive health care and gender-affirming treatment under specified circumstances. Declares an emergency, effective on passage.
Requires the Department of Human Services to provide replacement supplemental nutrition assistance benefits if a recipient's benefits are stolen through electronic theft. Requires the Department of Human Services to report to the Legislative Assembly about underutilization of the temporary assistance for needy families program. Requires the Oregon Health Authority to report to the Legislative Assembly about underutilization of the Women, Infants and Children Program. Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for purposes of deposit in the Universal Representation Fund. Declares an emergency, effective on passage.
Directs the Higher Education Coordinating Commission to distribute moneys to the Center for Public Service at Portland State University to conduct, in consultation with Oregon State University, a study examining the labor standards and working experiences of farmworkers in this state. Requires the center to integrate the study findings with the study conducted by the Legislative Policy and Research Director. Directs the commission to submit reports on the findings of the study to the interim committees of the Legislative Assembly related to agriculture, business and labor and natural resources by certain dates. Directs the Legislative Policy and Research Director to conduct a study relating to the labor standards in the agricultural industry and the rights and protections afforded to farmworkers in this state. Requires the director to submit a report to the interim committees of the Legislative Assembly related to agriculture, business and labor and natural resources no later than September 15, 2026. Declares an emergency, effective on passage.
Establishes [ that landowners and persons acting as farmworker camp operators are jointly and severally liable for operating a farmworker camp on the landowner's property unless certain conditions are met. ] joint and several liability for landowners under certain circumstances involving the operation of farmworker camps. Creates a rebuttable presumption that a landowner did not know and could not reasonably have known of the operation of an unregistered farmworker camp on the landowner's property if the landowner produces a lease agreement expressly prohibiting such activity. Modifies remedies that may be sought for violations of certain requirements for farmworker camps.
] [ Directs the Housing and Community Services Department to establish a program to issue low-interest short-term loans for the construction of mixed income housing. ] Amends the definition of "residential housing" to include certain mixed income housing. Requires the Housing and Community Services Department to adopt rules for long-term financing of residential housing on or before January 1, 2027. Requires the department to report on recommendations for mixed income housing by November 15, 2025, and report on updates to the interim committees of the Legislative Assembly related to housing by September 15, 2026. [ Establishes the Mixed Income Public Development Loan Fund to be continually appropriated to the department for those purposes. ] Reduces limitations on the mixed income housing that housing authorities may finance, develop, own, operate or manage. [ Reduces ] Fixes at six percent maximum rent increases for rental spaces in a larger facility [ to match changes to the consumer price index. Limits to 10 percent the maximum increase in rent paid by the purchaser of a dwelling or home in a facility. ] beginning in 2026. Prohibits a landlord from requiring aesthetic improvements or internal inspections as conditions of sale of a dwelling or home in a facility. Directs the Oregon Health Authority to establish a grant program to provide financial support to certified dental sealant programs that promote and engage in oral health care coordination activities. Provides the manner in which the authority shall distribute grant funds to grantees.
