Establishes the Task Force on Reparations and directs the task force to study and develop proposals for financial and nonfinancial reparations for Oregonians of African-American descent, develop appropriate methods for educating the public about the task force's findings and recommend appropriate remedies based on the task force's findings. Sunsets December 31, 2026. Takes effect on the 91st day following adjournment sine die.

Enacts the interstate Dentist and Dental Hygienist Compact. Permits the Oregon Board of Dentistry to disclose specified information to the Dentist and Dental Hygienist Compact Commission. Exempts individuals authorized by compact privilege from requirement to obtain licensure from the board to practice as a dentist or dental hygienist. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the compact. Takes effect on the 91st day following adjournment sine die.
Requires the Oregon Health Authority to establish and implement a permanent farmworker disaster relief program. Appropriates moneys out of the General Fund to the authority to carry out the program.
] Directs the Youth Development Division to [ establish a statewide community violence prevention program ] conduct a comprehensive review of initiatives aimed at reducing community violence in this state . Establishes requirements for the division when conducting the review. Requires the division to ensure that any engagement with tribal communities in conducting the review is done in accordance with the tribal consultation policies of the Department of Education. Requires the division to report findings and recommendations to an interim committee of the Legislative Assembly related to education by December 1, 2027. Sunsets on January 2, 2028.
Prohibits residential landlords from using certain software to set rents or occupancy rates. Establishes statutory damages available to affected tenants or applicants. Reduces, from 15 to seven years, duration that new dwelling units are exempt from caps on residential rent increases.
Makes an owner and a direct contractor jointly and severally liable in a civil action for any unpaid wages owed to the unrepresented employees of the direct contractor and subcontractors at any tier. Provides the statute of limitations for actions regarding recovery for unpaid and overtime wages. Requires subcontractors to provide certain payroll records and other information to the owner or the direct contractor, upon request. Permits the owner and the direct contractor to withhold payment to a subcontractor in certain circumstances.
Establishes the Home and Community-Based Services Workforce Standards Board. Prescribes the duties of the board. Directs the board to establish minimum working standards for the home and community-based services workforce. Requires the board to take certain actions before adopting proposed minimum standards. Directs certain state agencies to conduct a fiscal impact analysis to determine whether a proposed minimum standard will increase the fiscal obligations of the state, including an increase in Medicaid reimbursement rates. [ Requires the board to submit a written report to the Legislative Assembly regarding any adopted standard that is anticipated to impact the state budget. Provides that any such standard must be ratified by the Legislative Assembly before taking effect. ] Requires the board to report to the Legislative Assembly and to the Governor the increase in funding needed to implement the standard. Provides that a rule establishing a minimum standard may not take effect before the Legislative Assembly has appropriated funding and the board has received approval from the Centers for Medicare and Medicaid Services, if applicable. Permits the Bureau of Labor and Industries to conduct investigations, issue subpoenas, administer oaths, obtain evidence and take testimony to make determinations regarding implementation and compliance with the minimum standards established by the board. Provides remedies for allegations of violations of the minimum standards established by the board. Clarifies that relief may be sought for alleged violations no sooner than 90 days after a rule establishing a minimum standard takes effect. Requires the board to conduct a [ biennial ] quadrennial comprehensive review, including a labor market analysis to inform the board's decisions to adopt new minimum standards or revise existing standards. [ Permits the board to establish uniform training standards for the home and community-based services workforce and to establish a process by rule for certifying worker organizations to provide the training to workers. ] Requires the board to submit a biennial report to the Governor and the Legislative Assembly summarizing the results of the comprehensive review and any actions taken by the board in the prior biennium. Requires the online registry administered by the Department of Human Services to include workers from the home and community-based services workforce. Requires that any public hearing conducted by the board be accessible through electronic or virtual means, if possible.
Increases the amount of the earned income tax credit. [ Provides that a credit is available to all adults, including childless adults, over 18. ] Provides that the credit may be paid quarterly, in advance, and is not subject to garnishment. Applies to tax years beginning on or after January 1, 2026. Extends the sunset for the credit. Takes effect on the 91st day following adjournment sine die.
Prescribes requirements that an organization that administers interscholastic activities, or that facilitates the scheduling and programming of interscholastic activities, must implement to address discriminatory harassment or bullying behavior. Declares an emergency, effective July 1, 2025.

Provides the statute of limitations for actions regarding recovery for unpaid wages. Specifies that the joint and several liability provisions for unpaid wages do not apply to construction work relating to real property that is used as the owner's principal residence or real property with five or fewer residential or commercial units on a single tract. Clarifies that the Attorney General may accept the assignment of claims and bring civil actions in the name of the State of Oregon on such claims. Permits the Attorney General to adopt rules regarding the assignment of claims. Requires notice to be sent by certified mail that informs the owner and the direct contractor of the alleged violation and specifies the time period within which the owner and the direct contractor may correct the alleged violation. Creates a rebuttable presumption that, in any action for unpaid wages, the person performing labor on a construction project is an employee. Provides that the party claiming otherwise may rebut the presumption by establishing that the person qualifies as an independent contractor. Provides that an owner may bring an action against a direct contractor to recover damages for amounts paid by the owner. Requires subcontractors to provide certain payroll records and other information to the owner or the direct contractor, upon request. Provides that subcontractors shall provide certain payroll records to an authorized third party representative in certain circumstances. Permits the owner and the direct contractor to withhold payment to a subcontractor in certain circumstances. Clarifies that the owner or direct contractor may withhold payment in an amount and to the extent that the owner or direct contractor paid, on behalf of the subcontractor, wages owed to the subcontractor's employees.
