Allows the Health Licensing Office to issue to a qualified applicant a license to practice art therapy as a provisional licensed art therapist. Requires an applicant for a license as a licensed art therapist or licensed certified art therapist to complete two years of supervised mental health practice. Takes effect on the 91st day following adjournment sine die.

] [ Requires the Public Utility Commission to study wildfires. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to energy no later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Provides that an electric company that is found to be liable for damages in a civil action arising out of allegations that the conduct of the electric company caused or substantially contributed to a wildfire shall also be liable for any federal income tax liability that a plaintiff or class member owes or pays on amounts the plaintiff or class member receives in relation to the civil action. Allows a plaintiff or class member to seek a supplemental judgment to recover from the electric company for the federal income tax liability. Requires an electric company to apply for a wildfire safety certification. Directs the Public Utility Commission to issue a certification if the applicant is implementing a wildfire protection plan and meets certain requirements. Provides that a certification establishes that the applicant has implemented wildfire policies and practices consistent with wildfire safety standards. Provides that a certification does not establish immunity against claims for damages resulting from a wildfire. Directs the commission to commission a study to examine issues related to catastrophic wildfire risk and recovery and develop scenarios for a balanced solution. Directs the commission to provide an interim report on the study's findings and recommendations to the committees of the Legislative Assembly related to energy and environment during the 2026 regular session and provide recommendations for a stakeholder process to follow the final study report. Declares an emergency, effective on passage.
Adds entities in which employees of the entity own at least 50 percent of the ownership interest in the entity directly or through an employee stock ownership plan to the list of sources to which a contracting agency may give preference in procuring goods or services for public contracts. Takes effect on the 91st day following adjournment sine die.
] Allows the State Board of Massage Therapists [ to issue a registration to practice reflexology to a qualified applicant. Prohibits the practice of reflexology without a registration. Prohibits employing or hiring or contracting with a person to practice reflexology if the person is not registered to practice reflexology. Allows the board ] to post a placard on the exterior of a massage facility found to have committed specified violations. Increases the civil penalty that the board may impose for violations from $1,000 to $5,000. Increases the punishment for the second or subsequent violation of operating a massage facility without a permit or practicing massage therapy without a license. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both. [ Provides that certain hearsay statements related to certain sex crimes are not inadmissible in evidence even though the declarant is available as a witness. ] [ Increases the punishment for the crime of promoting prostitution if the crime is committed within a specified distance of a massage facility. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Increases the punishment for the crime of compelling prostitution if the crime is committed within a specified distance of a massage facility. Punishes by a maximum of 20 years' imprisonment, $375,000 fine, or both. ] Includes a massage therapist in "public or private official" for purposes of mandatory reporting of abuse. Becomes operative on January 1, 2026. Takes effect on the 91st day following adjournment sine die.
Requires local governments or special districts to complete final review of final engineering plans for residential development within [ 90 ] 120 days of submission. [ Defines "urban housing application." Requires urban housing applications to be reviewed as limited land use decisions. Authorizes award of attorney fees to applicant if engineering plans or land use applications for residential development are not processed timely. ] Establishes a limited review process for certain applications for residential development within an urban growth boundary. Becomes operative on July 1, 2026. Prohibits local governments from applying certain design review requirements for certain [ urban housing applications ] residential developments within an urban growth boundary . Takes effect on the 91st day following adjournment sine die.
Prohibits medical service providers from reporting the amount or existence of medical debt to a consumer reporting agency. Prohibits a consumer reporting agency from including in a consumer report an item that the consumer reporting agency knows or should know is medical debt. Punishes a violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.
] [ Requires a public utility to obtain authorization from the Public Utility Commission to develop or carry out a project that involves the production or use of hydrogen in this state. Provides criteria that the commission shall use to evaluate a proposed project. ] Requires a natural gas utility to provide notice to each customer of the utility and the Public Utility Commission if the utility plans to increase the amount of hydrogen that the utility blends with natural gas and the ratio of the volume of hydrogen to the volume of natural gas will, for the first time, be greater than 2.5 percent. Requires a natural gas utility that has a program for blending hydrogen with natural gas to maintain on the utility's website information regarding the utility's program and how a customer may communicate with the utility about the utility's program. Declares an emergency, effective on passage.
Prohibits discrimination when selecting or retaining school library materials, textbooks or instructional materials or when developing and implementing a curriculum. Prescribes requirements for the removal of library materials, textbooks and instructional materials. Directs the Department of Education to provide technical assistance for school library programs. Declares an emergency, effective on passage.
Extends to all public bodies the prohibition against denying mental health services to individuals with intellectual or developmental disabilities. Extends protection against mental health service denial to all individuals with intellectual or developmental disabilities. Takes effect on the 91st day following adjournment sine die.
] [ Prohibits a transient lodging provider and a transient lodging intermediary from making, storing, transmitting or transferring an audio or video recording of an occupant of transient lodging in any space within the transient lodging in which the occupant has a reasonable expectation of privacy. Punishes violation of the Act as an unlawful practice under the Unlawful Trade Practices Act. ] Provides a cause of action for invasion of personal privacy against a transient lodging provider's or transient lodging intermediary's capturing, making, storing, transferring, transmitting or broadcasting, or intentionally permitting another person to make, store, transfer, transmit or broadcast, a visual image or recording or audio of a plaintiff while the plaintiff occupies a private space within transient lodging that is under the transient lodging provider's or transient lodging intermediary's ownership or control. Takes effect on the 91st day following adjournment sine die.
