Allocates moneys to Oregon Business Development Department to develop and implement program to award grants to Oregon cultural organizations and support businesses ] county fair operators in response to negative impact of COVID-19 pandemic on organizations' and businesses' ] county fair operators' earned revenue. Declares emergency, effective on passage.

Directs State Workforce and Talent Development Board to adopt policies specific to workforce development initiatives within clean energy sector. Directs State Workforce and Talent Development Board, in coordination with Oregon Business Development Department, to facilitate creation of high road training partnerships that aim to accomplish shared regional goals with respect to workforce and economic development.

Requires Portland State University, subject to sufficient moneys being appropriated, to enhance state's capacity to educate public mental health and addiction treatment providers by July 1, 2028, by materially increasing number of graduates from relevant degree programs. Appropriates moneys to Higher Education Coordinating Commission for allocation to Portland State University. Declares emergency, effective on July 1, 2023.

Imposes excise tax on retail sale of tires, privilege tax for engaging in business of providing nonroad diesel equipment, tax on use in Oregon of nonroad diesel equipment purchased out of state at retail, heavy equipment rental tax on rentals of nonroad diesel equipment, privilege tax on heavy-duty vehicles and license tax on dyed diesel for transfer to Clean Diesel Engine Fund. Increases cap on grants or loans awarded from Clean Diesel Engine Fund for repower of nonroad diesel engine to 50 percent of certified costs. Directs Environmental Quality Commission to establish preference for grants and loans from fund for replacements, repowers or retrofits necessary to satisfy certain title and registration requirements for heavy- or medium-duty trucks powered by diesel engines. Takes effect on 91st day following adjournment sine die.

Requires Oregon Liquor and Cannabis Commission to require applicant for cannabis-related license or license renewal to submit signed attestation that applicant will refrain from interfering with labor organizing efforts or submit attestation that applicant and labor organization that is certified to represent employees of applicant have entered into and will abide by terms of labor peace agreement.

Directs Higher Education Coordinating Commission to establish program to issue grants to community colleges to promote and increase dental assistant and dental hygienist training programs in Oregon. Directs Department of Education to establish program to issue grants to school districts or education service districts to promote and increase career and technical education related to dental health professions. Directs Oregon Health Authority to issue grants through health care provider incentive program to support and increase recruitment and retention of dental professionals. Directs authority to develop and implement education and mentoring program to promote entry into dental professions by members of federally recognized Indian tribes in Oregon. Directs State Workforce and Talent Development Board to develop educational module relating to dental assisting. ] Directs commission to develop and maintain website to provide information about dental assistant training and certification.

Directs Oregon Health Authority, in consultation with Newborn Bloodspot Screening Advisory Board, to adopt rules for board to evaluate and recommend adding disease to or removing disease from newborn bloodspot screening panel or taking no action on disease. Requires board to evaluate and make recommendations pursuant to rules, including rules for public request process. Requires board to meet at least four times per calendar year and to submit biennial report to Legislative Assembly. Shortens term of office of board member to two years. Limits reappointment. Modifies board membership and requirements. Subjects board meetings to public meetings law. Waives fees for parents or guardians who pay out of pocket for newborn bloodspot screening services. ] Waives newborn bloodspot screening fees for parents or guardians who pay out of pocket birthing fees as defined by rule by authority or who are indigent or otherwise unable to pay newborn bloodspot screening fees. Requires authority to consider, and to greatest extent practicable implement, screening for disease no later than 18 months after federal committee recommends adding disease to federal Recommended Uniform Screening Panel. Directs authority to complete pilot study to demonstrate standards, criteria and processes for determining whether to add disease to newborn bloodspot screening panel and to report to Legislative Assembly on findings and recommendations for improvements. Declares emergency, effective on passage.

Requires individual and group health benefit plans and benefit plans offered by Public Employees' Benefit Board and Oregon Educators Benefit Board to reimburse services provided by naturopathic physicians within scope of their practice if services are reimbursed when provided by licensed physicians. Requires reimbursement paid to naturopathic physician in independent practice to be in same amount as reimbursement paid to physician.

Establishes Task Force on the State of Sports ] Sport in Oregon to make recommendations for growing businesses in athletics, team sports, outdoor activities and recreation ecosystem in order to establish Oregon as most conducive location in North America for sports economy. Requires task force to submit progress reports and final report, including recommendations for legislation, to interim committees of Legislative Assembly related to economic development. Sunsets January 2, 2026. Declares emergency, effective on passage.

Directs Department of Early Learning and Care to establish and adopt by rule child care assistance pilot program to provide assistance and support to long term care employees with child care needs. Sunsets program on January 2, 2026.
