Creates Cultural Impact Program. Provides federally recognized Indian tribes and counties with grant funds to distribute locally, as specified in local cultural plan, to cultural organizations that serve residents of and visitors to their county or members of their tribe for purposes of advancing, preserving or stabilizing those organizations ] in accordance with rules adopted by Trust for Cultural Development Board after consultation with advisory committee . Authorizes issuance of $200 million in lottery bonds for deposit in Trust for Cultural Impact Account to be used to provide grants to cultural organizations. Declares emergency, effective July 1, 2023.

Requires Oregon Health Authority to convene work group consisting of stakeholders to study legislative or regulatory means of establishing staffing committees or establishing minimum staffing levels for home health agencies, hospice programs, home infusion agencies, public health agencies, correctional facilities and ambulatory surgical centers. Requires report to interim committees of Legislative Assembly related to health no later than September 15, 2024. Sunsets January 2, 2025.

Permits individual who is 16 or 17 years of age and registered to vote to cast ballot in school district elections. Takes effect on 91st day following adjournment sine die.

Requires Oregon Health Authority to conduct study every four years of funding needed by community mental health programs in complying with statutory requirements and post report of findings to authority's website. Declares emergency, effective on passage.

Requires addition to federal taxable income of amounts excluded as gain attributable to investment in federal qualified opportunity zone. Allows subtraction in later tax year if gain is temporarily deferred at federal level. Applies to tax years beginning on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to Oregon Department of Administrative Services ] Authorizes issuance of lottery bonds for distribution to Trillium Family Services for construction of facility for Oregon Center for Child, Family and Community Health. Requires agreement obligating recipient to provide specified services for specified period of time and to make biennial reports to Legislative Assembly.

Requires insurers offering health benefit plans and pharmacy benefit managers to provide specified information regarding prescribed drug covered by plan or administered by manager, at time drug is prescribed.

Prohibits Department of Environmental Quality and State Department of Agriculture from issuing or renewing license or permit to allow construction or operation of new industrial confined animal feeding operation, addition to or expansion of existing industrial confined animal feeding operation or addition to or expansion of livestock farm that would cause livestock farm to become industrial confined animal feeding operation. Declares emergency, effective on passage.

Establishes Board of Behavioral Health Specialists. Allows board to issue license to practice child behavioral health to qualified applicant. Defines "child behavioral health." Takes effect on 91st day following adjournment sine die.

Directs Department of Human Services to establish program to distribute funds to community-based organizations to provide financial assistance to Deferred Action for Childhood Arrivals status recipients for specified purposes ] provide grants to assist noncitizens who do not possess valid immigration documentation change immigration status or obtain lawful permanent resident status . Sunsets January 2, 2026. Takes effect on 91st day following adjournment sine die.
