Requires Oregon Health Authority and coordinated care organization to pay reasonable per diem rate for patient whose discharge from hospital is delayed due to circumstances beyond hospital's control. Declares emergency, effective on passage.
Requires pharmacy benefit managers to annually report specified information to Department of Consumer and Business Services, including costs and rebates of prescription drugs for enrollees. Authorizes civil penalty, or refusal, revocation or suspension of registration, for failing to comply with reporting requirements.
Prohibits pharmacy benefit manager, after adjudication of and payment on claim for reimbursement of prescription drug, from recouping reimbursement paid except as part of routine audit, or from imposing retroactive fee on basis that was not determined when claim was adjudicated.
Appropriates moneys from General Fund to Oregon Health Authority for costs related to increasing statewide capacity of licensed residential facilities serving individuals with substance use disorders or mental health concerns.

Requires Oregon Health Authority to convene two work groups to study statutory and regulatory framework for behavioral health systems and make recommendations to reduce administrative burdens on behavioral health care providers and increase system efficiencies. Requires authority to report recommendations of work groups for legislative changes to interim committees of Legislative Assembly no later than September 15 of each even-numbered year. Directs authority to take specific actions apart from work groups to identify and eliminate administrative burdens on behavioral health care providers. Sunsets January 2, 2027. Declares emergency, effective on passage.
Proposes amendment to Oregon Constitution lowering voting age from 18 years of age to 16 years of age. Refers proposed amendment to people for their approval or rejection at next regular general election.
Requires Oregon Criminal Justice Commission to study advantages and disadvantages of decriminalizing crime of prostitution. Directs commission to submit findings to interim committees of Legislative Assembly related to judiciary not later than September 15, 2024. Sunsets January 2, 2025.
Expands definition of "residential homes" and "residential facilities" that local governments must approve under same standards as other residential uses. Provides attorney fees to applicants developing residential homes or facilities and to local governments that approve such applications for prevailing at Land Use Board of Appeals or on appeal from board.
Establishes certified community behavioral health clinic program in Oregon Health Authority.
