Directs State Board of Pharmacy to study feasibility of implementing, and to develop plan to implement, program to allow wholesale importation of prescription drugs into Oregon. Requires board to submit plan and report to interim committee of Legislative Assembly related to health care no later than June 30, 2020 . Takes effect on 91st day following adjournment sine die.

Authorizes Public Utility Commission to consider differential energy burden and other inequities of affordability in rates. Authorizes public utilities to enter agreements to provide financial assistance for organizations to represent in regulatory proceedings before commission interests of low-income residential customers and residential customers that are members of environmental justice communities. Establishes Office of the Low-Income and Environmental Justice Advocate within commission. Authorizes office to intervene in certain proceedings. Requires Low-Income and Environmental Justice Advocate to convene advisory group to advise office in discharge of duties. Requires office to report on activities of office to interim committees of Legislative Assembly related to energy no later than December 1, 2021. Directs commission to establish public process for investigating ways to address and mitigate , through nonbypassable means, differential energy burdens on classes of electric company ] public utility customers and other inequities of affordability and environmental justice . Requires commission to report findings to interim committees of Legislative Assembly related to energy and business no later than September 15, 2020 ] incorporate findings into commission's 2020 report to Environmental Justice Task Force and Governor . Sunsets public process January 2, 2021.

Appropriates moneys from General Fund to Department of Education for Title IX enforcement and compliance, sexual harassment prevention and gender discrimination prevention. Declares emergency, effective July 1, 2019.

Authorizes State Treasurer to issue Article XI-Q general obligation bonds to finance construction and improvement of courthouses. Authorizes county and state to enter into long-term lease agreement or intergovernmental agreement with respect to ownership or operation of courthouse or portions of courthouse that county is required to provide, including law library, in order for county to receive bond proceeds.

Proposes amendment to Oregon Constitution to remove gender-specific references to public officials and replace with gender-neutral references to public officials. Refers proposed amendment to people for their approval or rejection at next regular general election.

Changes name of Oregon Global Warming Commission to Oregon Climate Change Commission. Requires commission to appoint executive director. Appropriates moneys to commission for purposes related to executive director of commission. Modifies certain duties of commission and of certain nonvoting members of commission. Modifies certain duties of certain agencies of state government with regard to duties of commission.

Establishes new subaccount within State Forestry Department Account. Requires State Forestry Department to deposit revenue received as result of Good Neighbor Authority Agreement project to subaccount. Restricts use of subaccount moneys to support of Good Neighbor Authority Agreement goals.

Proposes amendment to Oregon Constitution to change minimum age person must be to be Senator or Representative from twenty-one years of age to eighteen years of age. Refers proposed amendment to people for their approval or rejection at next regular general election.

Requires personal income taxpayer to add to federal taxable income amount of federal tax savings resulting from investment services partnership income being treated as net capital gain and taxed at lower rate on personal income taxpayer's federal return. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.

Requires reporting of physical sexual harassment by legislative officials and registered lobbyists. Specifies procedure for reporting. Punishes failure to report by maximum of $2,000 fine. Creates crime of false reporting of harassment. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Creates crime of unlawful interference with a harassment investigation. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Provides that public servant commits crime of official misconduct in the first degree if public servant knowingly harasses or annoys another person by subjecting other person to certain offensive physical contact. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both.
