Provides that labor organization's charging certain employees reasonable fees and costs for representation that is unrelated to negotiation of collective bargaining agreement is not unfair labor practice. Makes conforming changes. Declares emergency, effective on passage.
Prohibits court from inquiring into defendant's immigration status or requiring defendant to disclose defendant's immigration status at time of plea or at any other time during criminal proceeding. Requires court to allow defendant, upon request, additional time for plea decision after informing defendant about possible adverse immigration consequences of plea. Requires public employer to grant reasonable paid time to public employee who is designated representative to engage in certain activities. Requires public employer, upon request by exclusive representative, to authorize release time to designated representative of exclusive representative. Authorizes public employer and exclusive representative to negotiate and enter into agreements regarding release time. Entitles designated representative to be restored to same position after conclusion of release time. Requires public employer to provide exclusive representative reasonable access to employees in appropriate bargaining unit. Requires employers to provide employee contact information to exclusive representative within certain time limits. Permits public employer to deduct dues, fees and assessments from salary and wages of public employee who has authorized deduction. Requires employer to pay amounts deducted to labor organization. Expands definition of "employment relations" to include labor organization access to represented employees. Makes certain activities, related to labor organization, ] attempts to influence employee to resign from or decline membership , use of employer's electronic mail to discourage membership ] in labor organization or to discourage authorization of deduction for payment to labor organization, ] and employer's encouragement of employee to revoke authorization of deduction for payment to labor organization and provision of certain personally identifiable information about public employees within bargaining unit to entity other than exclusive representative, ] unfair labor practices.
Directs State Board of Pharmacy to adopt rules to require that prescription drugs for specified persons ] be labeled or dispensed with informational insert ] in English and other language upon request of practitioner, patient or patient representative . Specifies languages other than English to be used on label and insert and allows board to require additional languages. ] Allows board to determine prescription drugs for which additional informational insert in English and other language may be included. Requires that labels and informational inserts be available in at least 14 languages other than English. Directs board to update available languages at least once every 10 years. Exempts institutional drug outlets from requirements. Directs board to adopt rules to require pharmacy to post signage regarding patients' right to free, competent oral interpretation and translation services. Becomes operative January 1, 2021. Takes effect on 91st day following adjournment sine die.
Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Appropriates moneys from General Fund ] Increases appropriation to commission from General Fund , for biennium beginning July 1, 2019, to commission ] for purposes of carrying out provisions of Act. Declares emergency, effective on passage.
Requires institutions of higher education to both adopt written policies and require certain individuals to participate in annual training on sexual harassment, sexual assault, domestic violence, dating violence and stalking. Establishes required content for policies and training.
Provides that agreement for deferred resolution of criminal cases ] conditional discharge for controlled substance offenses may not contain requirement that defendant enter plea of guilty or no contest. Applies to diversion offered by district attorney, conditional discharge for controlled substance offenses and diversion for driving while under the influence of intoxicants. ] Requires that agreement contain waiver of rights by defendant. Provides that agreement does not constitute admission of guilt and is not sufficient to warrant finding of guilty by court. Authorizes court to find defendant guilty of offense based on waiver of rights if defendant violates agreement. Declares emergency, effective on passage.

Establishes right of consumer to be educated about ways to reduce cost of prescription drugs. Prevents insurer, pharmacy benefit manager or third party administrator from interfering with right. Requires insurer, pharmacy benefit manager and third party administrator to apply price paid by consumer for prescription drug toward deductible or out-of-pocket maximum regardless of whether consumer used pharmacy benefit to purchase drug.
