Provides for regulation by Oregon Liquor Control Commission of consumption and sale of marijuana items at temporary events, including licensure of premises at which temporary events are conducted. Creates local option for cities and counties. Provides for regulation by commission of consumption of marijuana items at cannabis lounges, including licensure of premises at which cannabis lounges are located. Requires cannabis lounges to obtain sanitation certificate from Oregon Health Authority. Creates local option for cities and counties. Take effect on 91st day following adjournment sine die.

Establishes Task Force on Health Care Access to study and report on how to establish primary care trust model. Sunsets task force January 2, 2021. Takes effect on 91st day following adjournment sine die.

Appropriates moneys to Department of Environmental Quality to award grant under ORS 454.779 and cover administrative costs necessary to implement ORS 454.779. Declares emergency, effective July 1, 2019.

Provides that persons representing or speaking on behalf of certain taxpayers may be subject to sanction by either house of Legislative Assembly if they make false statement or misrepresentation to legislative official concerning tax liability or tax consequences of law or proposed law. Establishes defense if person corrects false statement or misrepresentation by specified time. Requires Department of Revenue to provide notice to legislative official to whom false statement or misrepresentation was made, if department is aware of false statement or misrepresentation. Limits content of notice.

Extends operation of public purpose charges until January 1, 2036.

Establishes proceeding whereby person may obtain court order temporarily excluding legislator or other elected official from Capitol or other workplace, if court determines that reasonable cause exists for physical presence of legislator or elected official in Capitol or other workplace to create hostile environment for others. Establishes limits on duration of exclusion order. Takes effect on effective date of constitutional amendment proposed by Senate Joint Resolution 10 (2019).

Shortens period of limitation for tort action by homeowner association or association of unit owners arising out of structure construction defect. Shortens period of limitation by homeowner arising out of single-family dwelling construction defect. Prohibits homeowner association or association of unit owners from initiating or intervening in litigation or administrative proceeding arising out of construction defect unless approved by majority of lots or units voting at meeting called for purpose. Establishes separate procedures regarding response to notices of construction defect given by owner that is homeowner association or association of unit owners.

Requires financial institution, when unilaterally closing account, to notify account holder of reason for closure.

Directs Early Learning Division to establish child care provider business training program. Appropriates moneys from General Fund to division for program. Appropriates moneys from General Fund to division for small grant program to assist child care providers with costs associated with providing quality child care. Declares emergency, effective July 1, 2019.

Directs Department of Education to award grants to school districts to support safe schools by funding programs related to bullying prevention and youth empowerment. Directs department to present statewide conference on bullying prevention and youth empowerment. Allows department to enter into contract with nonprofit organization to administer conference. Declares emergency, effective July 1, 2019.
