Allows Oregon Liquor Control Commission to enter into interstate agreements with agencies of other states for purpose of ensuring multistate enforcement of standards for wine consistent with standards of state where wine was produced.
Requires certain state agencies and colleges at Oregon State University to conduct certain studies on opportunities for greenhouse gas sequestration by and emissions reductions from activities related to Oregon's natural and working lands and in Oregon's forest products, agricultural and building materials industries, transportation sector and electricity sector. Sunsets requirements for studies December 31, 2020. Requires State Forestry Department and Department of State Lands to pursue agreements for shared stewardship of national forests between State of Oregon and United States Forest Service Pacific Northwest Region, with key purpose of reducing greenhouse gas emissions related to wildfire. Increases, to two, number of reviews of clean fuels program required to be conducted by Department of Environmental Quality. Directs State Department of Energy to complete second study on impact of Oregon renewable portfolio standards on jobs in this state no later than September 15, 2020. Takes effect on 91st day following adjournment sine die.
Appropriates moneys to Oregon Department of Administrative Services to increase size and diversity of group of court appointed special advocates.
Provides that hours worked by retired police officer employed by school district to provide law enforcement, security or safety services ] certain law enforcement employees do not count for purposes of limitations on reemployment of retired member of Public Employees Retirement System.
Directs Governor ] Department of Human Services to provide staff support , including full-time equivalent policy analyst, for Governor's Child Foster Care Advisory Commission. Increases number of members on commission from 11 to 13. Modifies commission membership requirements. Directs Chief Justice of Supreme Court to appoint any member of commission who is representative of Judicial Department. Appropriates moneys to commission for compensation and expense reimbursement for commission members.
Requires city or county to issue residential building permits upon substantial completion of construction of public improvements in residential subdivisions.
Requires research facilities that use dogs or cats for laboratory research to offer dogs or cats no longer used for research for adoption prior to euthanasia. Provides that research facility is immune from civil liability for or resulting from transfer of dog or cat, if research facility acted in good faith concerning health and physical condition of dog or cat. Requires certain research facilities to submit annual report to Secretary of State that provides certain information regarding release of dogs and cats and animal shelters with which facilities have entered into written agreements. Provides that reports are confidential and exempt from disclosure except that Secretary of State shall make aggregate data available to public upon request.
Directs Department of Human Services to conduct monthly, in-person visits with child or ward in substitute care that include updates on academic status and progress. Directs department to conduct exit interview with child or ward no later than 30 days after department removes child or ward from substitute care placement. ] Directs department to ensure, with respect to school placement, that child or ward is not placed in more restrictive setting than child or ward was placed in at resident school district nor in self-contained classroom as opposed to all-inclusive placement. ] Requires department to ensure that child or ward 16 years of age or older has opportunity to create facilitated person centered plan before leaving substitute care. ] Permits school district to provide abbreviated school day program to foster youth student only if no appropriate alternative exists, student's case manager and foster parent are involved in decision and student's foster parent, case worker, education surrogate and Director of Human Services consent ] student's foster parent is provided opportunity to participate in decision and school district provides certain written information to foster parent .
Increases maximum penalty for certain wildlife law offenses committed without culpable mental state to $2,000 fine. Increases maximum penalty for certain wildlife law offenses committed intentionally, knowingly or recklessly to five years' incarceration, $125,000 fine, or both. Adds type of offense to be included in preference point or reward program for reporting violation of wildlife laws.
Authorizes use of pseudonym, initials or other signifier instead of name of witness or ] victim , or witness if witness is also victim, in indictment when specified requirements are met. Limits disclosure ] Provides for confidentiality of document containing name of witness or victim until entry of final judgment on case unless court orders otherwise based on finding of good cause .
