Modifies crime of trafficking in persons. Includes knowingly purchasing or attempting to purchase another person and certain past circumstances of other person in elements of crime. Removes from one manner of committing crime requirement that person know or recklessly disregard fact that other person is under 18 years of age.
Appropriates moneys to Department of State Police for 2019-2021 biennium for purpose of allowing State Fire Marshal to issue grants to rural fire districts that are newly formed within Josephine County. Declares emergency, effective July 1, 2019.

Not later than January 1, 2023, requires counties to submit reports to authority detailing whether county addressed mental health concerns. Directs authority to submit report to Legislative Assembly. Takes effect on 91st day following adjournment sine die.
Directs Department of Human Services to establish and administer program to provide moneys for third-party child care for child in foster home.
Exempts receipts from sales of basic necessities from commercial activity subject to corporate activity tax. Defines "basic necessity." Takes effect on 91st day following adjournment sine die.
Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.
Allows resident serving, or who has served, in Armed Forces of United States to obtain free licenses for hunting, angling or shellfish.
Prohibits person from performing or attempting to perform abortion if abortion is because of sex of unborn child. Allows specified persons to bring action for damages or injunctive relief against person who performed or attempted to perform sex-selective abortion. Allows court to impose fines for contempt of court of up to $100,000 per violation. Allows court to award attorney fees to prevailing party.
Resolves that in each biennium, Legislative Assembly shall appropriate from General Fund to Department of Veterans' Affairs amount that is no less than amount appropriated from General Fund to Department of Veterans' Affairs in biennium beginning July 1, 2015, as adjusted.
