Provides that if person reports commission of person felony to emergency communications system or law enforcement agency, evidence of prostitution obtained as result of making report may not be used against person in prosecution for prostitution or attempted prostitution.

Provides that evidence derived from privileged confidential communication is inadmissible in certain proceedings if confidential communication was obtained or disclosed without consent of client. Requires local correctional facilities and prisons to maintain one log for lawyers and representatives of lawyers visiting inmates and one log for all other persons visiting inmates. Requires all visitors to sign appropriate log. Provides that, unless exception applies, log for lawyers and representatives of lawyers is confidential, not subject to disclosure as public record and not subject to subpoena. Requires suppression of evidence derived from unlawful disclosure of log for lawyers and representatives of lawyers. ].
Makes person voluntarily fighting wildfire immune from civil liability for injury resulting from good faith performance of firefighting efforts. Creates exceptions.
Imposes certain requirements related to private security providers who contract with or are employed by institutions of higher education to provide private security services on campus and special campus security officers commissioned by governing boards of public universities. Provides that private security professionals who provide private security services on campus and special campus security officers commissioned by governing board of public university do not have stop and frisk authority. Exempts retired member of Public Employees Retirement System from limitations on reemployment if member is reemployed by public university as special campus security officer or security officer for community college . Declares emergency, effective on passage.
Clarifies receivership proceedings and reporting and notice requirements for residential properties that city or county determines are threat to public health, safety or welfare. Allows city or county to obtain judgment against property in lieu of receivership.

Allows professional licensing board to issue nonrenewable temporary authorization to spouse of member of Armed Forces of United States stationed in Oregon and who holds eligible out-of-state authorization to provide occupational or professional service. Specifies expiration date of temporary authorization. Takes effect on 91st day following adjournment sine die.
Requires hospitals and pediatric health care facilities to have plans, approved by Oregon Health Authority, for treating sexual assault survivors who present in need of medical forensic services or for transferring sexual assault survivors to hospital or approved pediatric health care facility for medical forensic services. Requires authority to adopt rules for treatment and transfer plans. ] Requires facilities that provide medical forensic services to provide sexual assault survivors with vouchers to pay for services related to sexual assault that are not paid from Sexual Assault Victims' Emergency Medical Response Fund. Prohibits health care providers from billing sexual assault survivors for specified services related to sexual assault. ] Authorizes authority to impose civil penalties of up to $500 for each violation. ] Requires district attorney to include sexual assault nurse examiner or hospital representative in sexual assault response team organized by district attorney to adopt protocols addressing response to sexual assault victims.
Directs Department of State Police to study how to increase and improve criminal justice resources relating to missing and murdered Native American women in Oregon and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020.
