Permits Secretary of State to collect and share and communicate with approved organizations information about ethnicity, domicile and ] gender, veteran status and street address or electronic mail address of owner or principal of large ] business that applies for or renews license, permit or ] registration in this state. Requires local agencies and state agencies to collect and report information about ethnicity, domicile and veteran status of owner or principal of large business. ] Takes effect on 91st day following adjournment sine die.

Creates income and corporate excise tax credits for investments in facilities used for manufacturing, siting of headquarters or research. Enhances credit amount for facility that provides environmental benefit. Creates income tax credit for adding net full-time employment positions. Restores corporate excise tax credit allowed for qualified research activities and sets increased maximum credit amount. Uses tiered credit percentages based on amount of increase in qualified research expenses. Provides for refundability of credit for taxpayer with fewer than 150 employees. Increases maximum amount of alternative qualified research credit allowed to taxpayer with insufficient increase in research expenses to claim standard credit. Exempts from commercial activity subject to corporate activity tax amount of qualified research credit allowed against corporate excise tax. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Extends sunsets of certain programs providing economic incentives. Appropriates moneys for deposit in Small Business Expansion Loan Fund. Takes effect on 91st day following adjournment sine die.

Requires Oregon Business Development Department to conduct study to inventory and evaluate land availability and site readiness within Portland Metro and Willamette Valley areas for development and expansion of semiconductor industry. Directs department to submit findings and recommendations for legislation to interim committees of Legislative Assembly related to economic development no later than September 15, 2023. Declares emergency, effective on passage.

Appropriates moneys from General Fund to Higher Education Coordinating Commission for distribution to Knight Campus Graduate Internship Program at University of Oregon. Declares emergency, effective July 1, 2023. .

Establishes Semiconductor Talent Sustaining Fund and subaccounts of fund. Requires Higher Education Coordinating Commission to allocate moneys from fund and subaccounts to provide education, training and research to assist semiconductor industry. Requires Higher Education Coordinating ] commission to establish statewide semiconductor industry consortium ] advisory committee for purpose of building robust, strategic partnerships between semiconductor industry, institutions of education, workforce organizations and community-based organizations. Requires consortium to develop comprehensive educational curriculum framework to provide students with skills needed for employment in semiconductor industry. ] developing comprehensive statewide strategy to guide investments and build educational pathways and research capacity for semiconductor industry and to make recommendations to commission on how best to allocate moneys in Semiconductor Talent Sustaining Fund and subaccounts. Requires advisory committee to submit report to Legislative Assembly every two years detailing progress and investments made to improve semiconductor education and research. Requires commission to award series of grants to identified entities. Sunsets Semiconductor Talent Sustaining Fund and subaccounts on June 30, 2027. Requires commission to appoint panel led by representatives of semiconductor industry to inform commission on what programs have been established at institutions of education to implement curriculum framework. Requires commission to use information when allocating moneys to promote semiconductor education. ] Requires commission and industry panel to develop method for providing financial rewards to institutions of education that produce graduates with academic degrees that lead to employment in semiconductor industry. ] Appropriates moneys to commission for purpose of establishing education curriculum framework, industry consortium and new academic programs. ] deposit into Semiconductor Talent Sustaining Fund and subaccounts and for purpose of awarding required grants. Declares emergency, effective July 1, 2023.

Prohibits charging of fees or requiring of participation in fundraising activities as condition of participating in interscholastic activities. Authorizes use of moneys in Statewide Education Initiatives Account for costs incurred by school districts and public charter schools as result of prohibition on charging fees or requiring participation in fundraising activities as condition of participating in interscholastic activities. Declares emergency, effective July 1, 2023.

Permits individual who is 16 or 17 years of age and registered to vote to cast ballot in school district elections. Takes effect on 91st day following adjournment sine die.

Requires physician to report to Oregon Medical Board certain instances of harassment, bullying or other unprofessional treatment of patient or other physician. Directs board to establish procedure to receive and remediate issues reported and publish information regarding issues. Directs board to establish process to track and publish rates of success and failure of physicians who are Black. Directs board to provide to national database information about certain legal actions involving physicians. Establishes Task Force on Black Physicians. Takes effect on 91st day following adjournment sine die.

Requires ] Authorizes Oregon Advocacy Commissions Office, Commission on Hispanic Affairs, Commission on Black Affairs, Commission for Women and Commission on Asian and Pacific Islander Affairs to each employ at least one paid intern ] employ paid interns and staff necessary to supervise interns . Appropriates moneys for purpose of employing interns. Declares emergency, effective on passage.

Establishes personal financial education as requirement for high school diploma. Prescribes requirements of personal financial education. Directs Department of Education to establish academic content standards and statewide assessment system for personal financial education. Requires school districts and public charter schools to offer students instruction in personal financial education.
